In the military we used to have ‘signature stamps’, people could use to do hundreds of signatures in a few hours, by stamping folks “Qualification books” for various quals we needed.
BUT ANYTHING MORE OFFICIAL, such as someone’s award, or the like, YOU HAD TO SIGN IT IN PEN IN PERSON!
IMO ALL govt official docs, pardons, bills etc, SHOULD BE THE SAME WAY!
