Obama Administration: 'Free' Cell Phones for Prisoners

You've heard of the "Obama phone" -- the so-called "free" cell phones given away to people at the expense of taxpayers. Now, the Obama Administration through Attorney General Eric Holder has a new plan: "free" cell phones and bus money. That's right. Become a convict and get free counseling, phones, training... you name it! This is our government at work!

On Monday, the Department of Justice announced a new program which AG Eric Holder says "will require all 200-plus halfway houses in the federal system to offer standardized treatment to prisoners with mental health and substance abuse issues." Question... if a prisoner is locked up for years, away from drugs and alcohol, why would they need treatment for substance abuse once they got out?

In addition to those programs, the halfway houses will "have to provide greater assistance to inmates who are pursuing job opportunities, such as permitting cell phones to be used by inmates and providing funds for transportation." This looks like the case of Obama phone, Part 2:

Here's what Holder said about the new program:

Once fully implemented, these services will be available to every single one of the approximately 30,000 inmates who are released through halfway houses each year. This will ensure consistency and continuity of care between federal prisons and community-based facilities. And it will enhance the programs that help prisoners overcome their past struggles, get on the right path, and stay out of our criminal justice system.

These important changes and others are codified in BOP's published requirements for halfway houses - which will be posted online this week. Over the next 30 days, those who operate halfway houses will have the opportunity to provide feedback on these newly proposed requirements. And I encourage members of the public to visit this site, learn about these tools, and make your voices heard as well - so we can all take an active part in constructing the more effective, more efficient, and more just system that everyone in this country deserves.

The DOJ points out that just last year, "more than 30,000 federal inmates passed through a halfway house." That's a lot of inmates and a lot of bus fare and cell phones.

    Look, you’re not going to rehabilitate hardly anyone with these procedures. Here’s a better way:
    Take very young youngers to the morques, to the jails, to boot camps and show them was anti-social behavior will get them. Now, also teach them Judeo-Christian values in the schools. This is the USA–a Judeo-Christian country and teaching those values is completely a wise move. None of this will ever happen in this politically correct country. I’m quite sure you would have very very few minorities and others in our jails if you just did these “simple” things. Does anyone in our government have the smarts or the courage to do this? No. That’s why you will continue to have criminal behavior, drugs, and killings. Stupid people with no morality being led by a stupid government. You don’t need a crystal ball to figure out what’s going to happen..

      I am now “an old man” but in Kindergarten, the teacher taught us to sing a blatantly Christian little song that actually mentioned Jesus. She would open the door into the hallway and we would sing to all of the rest of the school just before time to dismiss.
      Even “worse” in fifth grade, the teacher began the year reading a short Bible passage and then doing a verbal prayer. Later that year, she encouraged students to volunteer to do the same (which I and most of the other kids did.) It was also that year that the Supreme Court outlawed prayer in school and when the principal came to tell the teacher she would have to stop the practice, both the teacher and I defended the practice !
      In those days the “big” school problems were tardiness and chewing gum. Now the problems are gang-violence and gay-rape. This change is a direct result of the Supreme Court’s decision but only those of us who are “ultra-conservative Bible-thumpers” can see this obvious fact.

      Right. Teaching “Judeo-Christian values” like honesty, integrity, loyalty, compassion, service to others, courtesy, etc, does not mean “forcing them to believe in God,” or “imposing my religion on them.” Like they taught my son in Boy Scouts: “Your character, good or bad, is what you do when no one’s looking.”

      I always told my kids “do the right thing, b/c its the right thing to do,” and “you have to decide what kind of person you want to grow up to be.”

      @Lunchlady, You mention “doing the right thing”, I worked for a public service company that adopted the philosophy of just doing the right thing with not only their guests/customers but also with their employees. The effect was dramatic and drastic.

      We had employees in charge that didn’t know what “doing the right thing” even meant, didn’t know how to respond to the directed company change. There were more hourly employees who understood than management, go figure. I fortunately had lived by this precept all along as was glad to see everyone else being forced to comply.

      Other managers always wondered why I had a better relationship with hourly employees without giving them something to get them to work together for the betterment of the company. It is amazing what a little respect will provide as motivation to hourly employees that I worked WITH. (they didn’t work for me, they worked with me.) That is important for them to realize on their own without management having to tell them.

      I am retired and miss my people more than anything, I looked forward to going to work every day because of them and our guests that we provided a service.

    Contact your Congressmen. It is far past time to stop the unconstitutional actions of the Attorney General and the use of the Department of Justice by far left ideologues who either bypass laws or make up their own. Where does Mr. Holder get authority to make these changes in law? What is next? Does Eric Holder determine that there is no need to have an election this November or in 2016? Or does he just determine that the 22nd Amendment does not need enforcement.

      The “Obamaphone” program was enacted when Ronald Reagan was in office. It’s almost impossible to get or keep a job without a telephone. It’s means tested so when you can afford your own, you stop qualifying for it.

      Being even more sadistic to felons than we already are has been shown not to work. Yes, people actually do study what does and doesn’t work. You can spend $1000 giving someone a phone for a year (it’s probably way less than that) so they can get and keep a job or you can spend $30,000 keeping them in prison for a year. Do the math.

      To redsonja: Let’s see here – “Give me a cell phone or you are, by definition, a ‘sadist’(a sadist and a racist)! In addition, either give me a cell phone or I’ll make sure you end up paying $30,000 this year, or for any number of years I see fit. You got it?”

      Sure, why not?. Those of us who actually pay taxes, seem to be picking up the tab for everything else, so Why not let the released prisoners have phones to contact their buds.
      If they merely want to just have us spend money, why not at least give us some satisfaction for what is spent. Why not give coats and warm clothing to the homeless?. Why not fund soup kitchens where they can eat good warm food?. Prisoners actually receive better food than those on the streets.
      I believe this would be a much better way to spend out tax money, than giving phones to released criminals, and to those on welfare. Why not make sure families on the streets get food stamps, with a limited field of what is allowed to be purchased?. At least this way, we would feel that our tax dollars were being spent on real need, not real greed, and idiocy.

      BTW, redsonja, cell phones were a rare luxury when Reagan was in office. I got my first car-phone (a bag phone) in 1995 and few people had them at the time. The Lifeline program Reagan approved would have been for land-line phones to have available in case of emergencies. I would imagine the halfway houses have land-lines for the darling ex-cons to use.

      RedSonja 2000, Holder is touting this program as “new.” So he might disagree that the program was in place during Reagan’s presidency.

      Back then, I was a full-time student working part-time, and I neither had nor could afford a phone. (Cell phones weren’t around yet.) I neither had nor could afford a car. I lived in a $150/mo. garage apartment, walked, used public transportation (for which I paid), and borrowed the landlady’s phone. I’d been in trouble with the law. I know the drill.

      I put myself in that situation via my own behavior and choices, and I didn’t believe it was anybody’s job but my own to get myself out of that situation. So I can say from personal experience that you’re wrong. It’s not “almost impossible” to either get or keep a job without a phone.

      Nor was it a question of “sadism.” (That idea’s from way out in la-la land.) Again: my situation was the result of my choices and behavior, not somebody else’s “sadism.”

      From your comment, I get the idea that you don’t understand: for a society to remain civil and ordered, at some point its citizens–regardless of the bad breaks life has dealt them–must be personally responsible and held accountable. They know the consequences of breaking the law: loss of privileges, social stigmatization, and an overall tough row to hoe.

      I was also a detention-center instructor, and I can tell you: coddling criminals because it’s easier or cheaper is, in the face of the facts of the criminal mind, absolutely nuts.

      Well, skinmd, Holder has already said that felons who have completed their sentence should have their right to vote restored. That is a necessary preliminary step to giving the vote to those still in prison.

      Wouldn’t it make more sense if this administration helped out the portion of the black community that ISN’T convicted criminals? Blacks, especially black youth, have the highest unemployment rate of any race and it has only gotten worse under the Obama administration. Quit favoring the teacher’s unions and let these kids get a decent education which should also include appropriate discipline. (Don’t coddle them. Someone has to teach them personal responsibility.) Abolish the minimum wage which has been a job-killer for black youth ever since it was instituted. Quit killing business with so many unnecessary government regulations and taxes so that people can afford to start their own small business and hire employees. Quit paying people to have children out of wedlock. LBJ and his “great society” have effectively eliminated the traditional family in the black community.

      Oh wait. Their purpose is to make as many people as possible dependent on government so that they can control them. I am guessing that they will do none of the above.

    I would be all for the free cell phones and bus money if:

    1. The cell phone had 5 free minutes on it, so they can call someone in Mexico to ask them to pick him up at the bus station when he arrives in Mexico City.

    2. The bus money for the trip home.

    Heck, I’d even give them enough money to buy some drugs so they can OD on the bus.

    Lets see Obama tells a caller on Telemundo that he should dump his cable TV and Cell phone so he can afford to buy Obamacare. He should have told him just get convicted of a crime and you could have FREE healthcare, Food, Housing, Counciling, Cell phones and CABLE TV

      Inside prison cell phones are considered contraband. There is no prison in the country that allows them. The cellphones in the article refer to after incarceration. You can’t find or keep a job without a phone number. One year of free cell phone costs about as much as much as one month in prison. I thought you guys were all about reducing government spending.

      To RedSonja2000…And why may that be, not being able to find or keep a job without a phone? People have done it for decades, you have a work schedule, you show up. The halfway houses have always been setup with phones for prior inmates to use, they just choose not to. I don’t know where your numbers are coming from, but nowadays, a years cellphone with Net10 or such carriers is about 180 bones…so how this compairs to a month in prison, I can’t quite figure out your math. The resources are already there, ther is just nothing to push them into using said services. The old adage, you can lead a horse to water…

    Whats next ? Probably Bused in Prostitutes, both Male & Female, complete with Meals made to order. How about free delivery direct to their cells of the food. Maybe the guards could be ordered to wipe the prisoners Butts after bowel movements.     While I totally agree with the free cell phone, I disagree with the writer’s statement about mental health and chemical dependency services. If an alcoholic does not receive treatment over a period of time, he becomes a “dry” drunk. I believe that continuing mental health and chemical dependency services should be offered to those that meet the criteria for services. Nevertheless, these individuals should be released under controlled circumstances. If they violate the rules, they go back to prison. If individuals want to use a phone, use a land line tapped by the NSA. The NSA could use their resources to listen to real possible criminal activity.

      There is only one way to reduce crime and its horrendous cost to the taxpayer (approx sixty thousand $$ per prisoner per year of incarceration), plus for those who are on death row, the taxpayer pays their lawyers up to a hundred thousand $$ for annual appeals, for the approx 25 years they are allowed to escape their sentence. Lawyers love their death row accounts, as it is their annual meal ticket to beautiful resort living, all at the taxpayers expense.
      Make the penalty so heavy the would be criminal will give thought to the choice to make. Saudi Arabia & other Islamic countries have solved this problem, 1st offence, chop off a hand; 2nd offence
      chop off the other hand; 3rd offence, chop off the head, and all carried out immed. with no lawyer filing appeals; No long term incarceration; minimal cost to the King, who has all the money in the country.
      Sheriff Joe in Arizona has the answers, but is limited by law of solving the problem. The following is a list of USA recommendations:

      1.Follow the Shariah guidelines for criminal activity, or 2. Allow ONE YEAR only for appealing the sentence, this allows time for DNA testing & other investigation, at the end of one year, all still incarcerated will be immediately GUILLOTINED**. 3. All prisoners to be incarcerated in Arizona, Death Valley, Ca. Each prison to have 3 separate 30 high impregnable fences with razor wire at the top 100 yards apart with vicious hungry animals in each section.     I would agree to the free cell phones for convicts on this condition. The phones are programmed so they can only call two different numbers, Obama and Holder’s home phones and that’s it. After all, they are both lawyers and should be willing to help these criminals with their future legal issues pro-bono.

    Actually Obama is keeping a lot of people out of prison by giving them practically everything I have in my house without them breaking into it while I (and you) have to pay them for the ‘privilege’. So we’re paying the gov’t and the crooks at the same time (with only one payment method for convenience).

    Most of them are going to need pagers also!

    Isn’t it nice to know that when a convicted drug dealer gets out of prison our tax dollars will now “hook him up” with a new cell phone so he can get back in business faster? NOT! As for bus fare, Jesus walked everywhere he went, so if it was good enough for him I think it’s good enough for the convicted felons. Next he will want to give them a weapon too.     You have to understand the ulterior motives behind these giveaways, and rehabilitation is not one of them.

    The first motivation is racist kinship: black for black, and stick it to whitey. The second is to guarantee gratitude on the part of the recipients, to be expressed in the form of votes and supportive demonstrations.

    I’ll tell you how people are coming out of prison (still) addicted to drugs or alcohol. Of course they’re not *supposed* to have access to drugs or alcohol in prison, but the fact is that they DO. That’s because the prisons are not well-run. The criminals get to use it as a change of address, continue their criminal activities just as they had before. How do these drugs get brought into prison? Primarily by the staff! Yes, we’re paying people to bring them drugs and alcohol.

    What we need is to better officer the prisons, better manage the prisons, and insure that felons are not running the prison – convicted ones or not.

    I am a conservative and love to crack down on wasteful spending, however this isn’t one of them. First of all they are not giving free cell phones to prisoners. They are talking about parolees. Second most parolees are already eligible to receive a free phone through the lifeline program(a.k.a. obamaphone). The service itself however is not free, just reduced.. They have been eligible since 1985 when the lifeline program was introduced under the Reagan administration. Cell phones were included starting in 2005 under the Bush(W) administration. Anyone whose income is below a certain level is eligible, including parolees. Trust me, you want these people to have a phone and means of transportation. If they don’t have a phone then it’s much harder for them to get a job. It’s already hard enough for them to get a job because no one wants to hire them. If they can’t get work they are much more likely to recommit or commit new crimes. You could be their next victim. Also, this article is criticizing them getting free counseling. Seriously? Most crimes are drug or alcohol related. These people need treatment. Or should we just release them back into society without treatment and pray that they don’t relapse. I’m sure I’ll have some hate mail because of this and that’s okay. Everyone’s entitled to their opinion.

    Gosh, does anybody remember when people were actually PUNISHED for violating the law? I guess I really am old.

    Also, I can’t help but wonder how many privately-funded (read “Christian”) half-way houses these additional requirements will put out of business. Just a little “bonus,” I guess, for our faith-hating government.

    Can you please explain to me why a potential employer can’t reach these half-way house residents on the house’s land line? Somehow, I can’t see them getting so many telephone interviews that they tie up the line. Even if they do, a single second phone line is MUCH cheaper – and less likely to be abused – than a dozen cell phones.

    As far as the bus money is concerned, I don’t really see the need. The residents don’t seem to have any trouble finding a ride to anywhere else they want to go. Why can’t they find a ride to a job interview? But, if you insist these people are stuck on the doorstep without taxpayer help, how about we give the HOUSE the bus money and they hand it out for transportation to job interviews ONLY? Or would that be “sadistic”, redsonja2000?

    These days our prisons are country clubs with big screen TVs, law libraries and work-out rooms; not to mention the 3 square meals, free education and top-notch health care (especially for the sexually-confused.) Violent criminals are treated MUCH better than we treat our elderly in government-sponsored retirement homes. How about we let the elderly and the criminals trade places?
