Obama admin chooses to cut border security

It was the trash that first drew Roger Barnett's attention.

Piled a foot-deep on some trails, his 22,000-acre Cross Rail Ranch near Douglas, Ariz., had become a major route for illegal immigrants headed north. The ranch sits in what law enforcement authorities called the "avenue of choice" for people trying to sneak into the U.S. There were so many moving through so often, he said it looked like a "slow motion invasion."

"Literally, I felt like the guy with his finger in the dike, and I just didn't think I could hold back the flood," he said.

Mr. Barnett began rounding up illegal immigrants in 1998 after they started to vandalize his property - destroying water pumps, killing calves, vandalizing fences and gates, stealing trucks and breaking into his house. Some of his cattle died from ingesting the plastic bottles left behind.

"We're still overrun, but not like it used to be," Mr. Barnett told The Washington Times. "But it will get that way again, and rather quickly, as they pull U.S. Border Patrol agents off the line. I hate to see them go."

Mr. Barnett, like a growing number of border residents and Border Patrol agents, is fearful that

sequestration will result in a security setback in the government's claim - made just last week in testimony by Border Patrol Chief Michael J. Fisher - that the border is "more secure than ever before."

They said efforts to secure the border that took more than a decade and cost millions of taxpayer dollars could suffer a serious setback in the government's bid to block the entry of illegal immigrants, drug smugglers and terrorists to the U.S.

"I don't know who thought this was a good idea," said one agent assigned to the Border Patrol's busy Tucson, Ariz., sector. "There's no doubt that alien and drug smuggling will increase once the smugglers see what's going on. And don't doubt for a second they aren't watching and waiting to take advantage of a drop in manpower along the border."

As part of sequestration, work furlough notices have been sent to thousands of U.S. Customs and Border Protection personnel, including Border Patrol agents, because of required budget cuts. The agents would be mandated to have a furlough day each pay period resulting in a cumulative loss of 5,000 agents in the field. Beginning in mid- April, the agents each will lose 14 workdays through September.

On March 2, the Border Patrol's normal 10-hour work shifts were ordered cut to eight hours. The cuts were necessary, CBP officials said, to account for $754 million in mandated spending reductions for the agency as a result of the failure of President Obama and Congress to reach an agreement on the budget to prevent sequestration.

'Calculated, willful neglect'

Sen. John Cornyn, Texas Republican who serves on both the Senate Finance and Judiciary committees, has expressed "outrage" over Homeland Security Secretary Janet A. Napolitano's response to sequestration - including the overtime cuts and the furlough notices to Border Patrol agents, which he said could leave "portions of our borders unmanned for hours at a time."

In a letter this month, he asked Ms. Napolitano to explain why the department is targeting CBP law enforcement personnel instead of nonsecurity personnel for furloughs. Mr. Cornyn, who is ranking member of the Judiciary subcommittee on immigration, refugees and border security, said the furloughs "call into question the department's commitment to its core missions and raise serious concerns about the judgment of DHS leadership."

Mr. Cornyn, a former Texas attorney general, said Homeland Security's ongoing effort to identify $3.1 billion in cuts for fiscal 2013, a 5.1 percent reduction of total discretionary spending, would result in a reduction of more than 5,000 Border Patrol agents. He said border security and the detention of those who violate U.S. laws are at the core of Homeland Security's mission.

"When the secretary of Homeland Security decides to pull thousands of Border Patrol agents from their posts instead of making already identified, common-sense administrative cuts, there can only be one motive: using fear to make a political point," he said. "Her homework's been done for her; it's time for Secretary Napolitano to target real excess in her department and trim her budget without putting our national security at risk."

Mr. Cornyn described the Obama administration's actions regarding the Border Patrol as "nothing short of a calculated, willful neglect of what should be a president's top priority: protecting the homeland and keeping Americans safe. The fact that the administration would needlessly jeopardize the safety of American citizens as part of a continued misinformation campaign surrounding the effects of sequestration is outrageous and reprehensible."

Concerns about the furloughs and overtime cuts come at a time that top Homeland Security officials have acknowledged to Congress that they don't have a way to effectively measure border security - a revelation that lawmakers have said could doom the chances for passing any meaningful immigration reform legislation this year. The admission stunned lawmakers on both sides of the aisle, who said that without a way to measure border security, they may not be able to convince voters to accept a new legalization plan.

In 2007, the last time the Senate debated immigration, the bill failed because voters didn't believe the government was serious enough about gaining control of the border. And now, six years later, no one can tell Congress how successful the government has been in its multimillion-dollar effort to upgrade manpower and technology to better secure the border.

10-hour workdays

Border Patrol agents normally work 10-hour days, part of a program known as "administratively uncontrolled overtime". It is how the agents were hired, most of whom signed on as part of a recruitment drive that promised an "excellent opportunity for overtime pay."

Uncontrolled overtime covers employees in positions that require substantial amounts of irregular, unscheduled overtime work that cannot be controlled administratively, with the employee generally being responsible for recognizing, without supervision, circumstances that require him to remain on duty.

Under sequestration, the elimination of overtime pay could cost field agents an average of $7,000 a year and spark what some say could be an exodus of veteran agents to other agencies.

The Border Patrol is a popular place for other, better-paying federal agencies to look for experienced law enforcement officers who can be laterally transferred. Border Patrol agents start at $36,658 a year compared to $49,347 for the FBI and $49,746 for the Drug Enforcement Administration. The cut significantly affects those agents who have two-hour drives to remote duty stations.

"CBP will continue to make every effort to minimize the sequester's impact on public safety and national security," the agency said in a statement.

CBP also acknowledged that 12 Border Patrol agents-in-charge quietly received pay raises just days before the furloughs and overtime cuts were announced, but said they had nothing to do with sequestration. In a statement, the agency said the raises were part of a "long-term initiative, begun by U.S. Customs and Border Protection in 2008, to ensure that job responsibilities and pay are appropriately aligned."

Brunt of cuts

Ms. Napolitano acknowledged during a White House briefing in February that sequestration would have an impact on national security. She said the department would not be able to maintain the same level of security at all places around the country and that the furloughs and loss of overtime pay would decrease the number of hours Border Patrol has to operate between the nation's ports of entry by as many as 5,000 agents.

"I don't think we can maintain the same level of security," Ms. Napolitano said. "If you have 5,000 fewer Border Patrol agents, you have 5,000 fewer Border Patrol agents."

The loss of those agents also concerns Carmen Mercer, a longtime businesswoman and resident of Tombstone, Ariz., who thinks the furloughs and overtime cuts bode poorly for long-suffering border residents.

"It means one thing: We going to be overrun again," she told The Times. "When we got to 20,000 agents, it did make a difference."

Ms. Mercer, a native of Germany who is a naturalized U.S. citizen, is no stranger to the problem of illegal immigration.

She helped organize more than 4,500 Minuteman volunteers who participated in the first 30-day vigil along the Arizona border in March 2005 to protest what they considered lax U.S. immigration policies. They manned observation posts along the border and were credited with forcing thousands of illegal immigrants to find other areas to cross into the U.S. - proving that more personnel on the border was a deterrent.

Many rank-and-file Border Patrol agents continue to think that the agency gets short shrift in both pay and manpower. In 1992, the Border Patrol had 4,200 agents patrolling 7,500 miles of border with Mexico and Canada. Today, there are 21,400 agents, the vast majority of whom are stationed along the Southwest border. Most of that growth occurred from 2001 to 2009 under President George W. Bush.

More than a dozen Border Patrol agents contacted by The Times, all of whom asked not to be identified for fear of retribution, think the agency has been singled out to bear the brunt of sequestration.

They noted that CBP proposed overtime cuts totaling $285 million, but the Border Patrol share of that amount is $248 million. Cuts for two other CBP agencies were listed at $35 million for the Office of Field Operations and $2 million for the Office of Air and Marine.

'Enormous disparity'

"One thing that should leap off the page is the enormous disparity of overtime cuts between the three components," said the National Border Patrol Council in a statement.

While the Border Patrol and the Office of Field Operations have about the same number of people, the patrol council said OFO is mandated to make up 6.4 percent of the budget cut while the Border Patrol "appears to be picking up the lion's share of the tab" with 87 percent of the proposed cuts. The council, which represents all 17,000 of the agency's nonsupervisory personnel, said CBP has historically targeted Border Patrol agents with pay reforms that single out the agents for huge pay reductions.

J. David Cox Sr., national president of the American Federation of Government Employees, said Homeland Security singled out the Border Patrol for the largest financial penalty of any other group of federal workers.

He said the furloughs and loss of overtime will reduce an agent's paycheck by 35 percent - more than even civilian Defense Department workers who face 22 days without pay.

"Guarding the border is not a 9-to-5 job. Overtime work is routine, and when they are hired, agents are informed that they will almost never work a regular eight-hour shift," he said. "Instead, they are expected to work at least 10 hours every day and often more because they do not stop when they are in pursuit of drug and gun smugglers and others engaging in criminal activity on the border."

Mr. Cox called sequestration "good news for criminals and others who would enter our country illegally, but very bad news for Americans who rely on the courage and devotion of Border Patrol agents who risk their lives every day to keep drugs and guns and gangs outside our borders."

Mr. Barnett does not want a return to the days when some of his ranch's established trails were decimated with the trash left behind by illegal immigrants: "When you are actually out here on the line and see what's happening firsthand, it is very frustrating."

      Is there anyone on this site that really believes that what is happening with the sequester, is not exactly what Obama wants. Obama has told all his Secretaries to do what ever they can to make this as bad as possible and they are doing it. If that wasn’t true he would have taken the offer from the Republicans to give him more discretion on how to carry it out.

      I see no one Congressman, nor Senator, all duly elected to represent us, lifting a hand to these matters.

      They are deathly silent.

      I feel we are on the outside looking in to an asylum of idiots, or at fearful prisoners to an administration of fear similar to The Third Reich.

      We have a president who puts us at risk because he has been told NOT TO SPEND us into oblivion…and he wants to get back…like, “How dare they not bend to my very command!”

      This is the behavior much like we see coming from North Korea…and both “leaders” have never had steady, if any, work, no training, both narcissists, both run by somebody in the back ground…

      The North Korean leader, a pawn to the Military, might be a fat slob with baby fat still around where muscle should be…and not tall and lanky…

      But both are of such a psycho they are very dangerous…they will not tolerate being found wrong and secretly weak…and will destroy us to prove their point…

      Having a psycho at the top explains why we have members of his staff and party who are also of similar emotional frailties, sick…and with dangerous intentions.

      And again, who the blazes is representing us?…only Rand and his team of warrior Patriots, which is something to be thankful for…but they can’t do it all.

      To cut services vital to the security of this country, rather than administrative non-critical positions, and by choice…plus reducing our military so they cannot defend us when needed, then OPENING OUR BORDERS so terrorists can just walk in unchallenged…is PURPOSEFULLY ASKING FOR OUR ENEMIES TO “TAKE A CHANCE…(they might get lucky)”…

      When we are attacked Obama can say: “See, I told you so…” then declare his martial law…

      All of you out there “know damn well this is what will happen!”

He complained and drew attention to the fact that the borders are not secure, now Obama will sic the EPA on him to clean up that mess….The EPA will be all over his case claiming that this area is unsafe, a health hazard and must be cleaned up IMMEDIATELY! or the fines will begin. No mention by EPA that the mess was created by illegals trespassing on his property….

    Amazing how border control is dispensable but teaching our kids how to be perverts (sex with animals, people!) in public schools is so necessary it can’t be cut. I think eventually people will wake up, but it’s going to be too late. We’re going down the tubes, folks.

    This is like saying I was going to get a 7% raise this year but I am only getting a 4.5% raise so now my kids can’t go to school, we have to not eat one day a week, we will have to sell one of our cars, turn off the cable, turn our alarm system off, and euthanize one dog because we cannot afford to feed it……..

    1. The Government is still getting MORE MONEY than last year.

    2. If any executive in the private sector tried to cut costs in such a stupid destructive manner they would be fired immediately.

      Let’s see. What if we were to use the Drones that are being used to spy upon law abiding citizenry to “patrol” the borders with round the clock coverage of every inch of it? Then, when a breach is noted, send in the Border Patrol with Janet Napolitano on the front line, and arrest them on the spot before they get too far inside the borders. Maybe then she’ll get the idea that SHE has responsibility and accountability for her job instead of being a moronic parrot of the administrations political agenda. Or maybe better yet, arm the drones and fire upon the illegals as they enter our sovereign soil with Janet Napolitano confronting them at the time!

      I say place welfare recipients,all as a part of their continued efforts to receiving benefits,in positions along the restricted and marked with skull and bones border armed with the latest military gear and Military advisors with orders to “shoot to kill” any violators attempting to cross the border. leave the dead where they fall as a deterrent to others attempting to cross even if they miss it will still be a great deterrent as the illegals will think twice about attempting to cross.

    I would encourage Mr.Barnett and Ms. Melcher to organize a private border patrol to protect YOUR land – a national fund raising appeal would fund their salaries. The rest of our country would gladly donate to keep these illegal interlopers from spreading all over our states. Please explore the thought.

      How long do you think it would take the administration to find a reason a private border patrol is illegal? Ten minutes? Fifteen? Then, if any of those private patrolmen or -women, shot an illegal, he or she would be charged by our “Justice Department” with attempted murder. Any bets? Oh, and those nasty radicals who claim these people who are coming here to take jobs Americans won’t do are breaking into their homes? All they have to do is fire off two shots from their double-barreled shotgun; problem solved.

    These cuts of 40% to Border Patrol Agent’s pay are very serious. They are not only harmful to the men and women and their families but harmful to the security of the US. It’s obvious that Janet Napolitano has no regard for doing her job or for the security of this nation! There will be huge areas of border that will be un-patrolled due to these cuts. It will allow illegal aliens, drug smugglers and even terrorists to freely enter our country and commit all sorts of heinous crimes! There needs to be huge cuts in government but maybe it should be to some of the programs that are leaching on society and not to our national security.

    Ms. Napolitano needs to be subpoenaed to appear in Congress or be held in contempt since she has ignored all requests from Congressmen to explain any of her actions. Congress needs to grow a backbone and start doing something about these tyrants in the administration who refuse to even meet with an oversight committee. Congress held Eric Holder in contempt and he said it didn’t bother him because he had no respect for them. If that was anywhere else but government, he would have been terminated and jailed. When a public official tells Congress their questions do not deserve to be answered or are none of their business, they should be removed from office and put in front of a firing squad. Do something to get their attention and let them know it’s not acceptable for them to thumb their noses at us.

      No cuts to lavish vacations every other week for the “Royal Family”, either. Did you read this ******* and his ******* WIFE spend about TEN TIMES MORE on themselves (on our dime) than the British Royal Family? That pretty well tells you they think they are royalty–and WE are just the peasants who are supposed to gratify their every whim–no matter WHAT it costs.     Arizona and Texas need to do anything they can think of to get our southern border militarized. Any land invasion will come through Mexico, so it is completely foolish of Americans, given the current political unrest in the world, to leave our southern border undefended. If our southern border is militarized, the illegal alien situation will end.     Our *******-In-Chief is “choosing” to cut anything and everything that might be beneficial to the country he wants to badly to undermine and destroy. I don’t know about the rest of you, but I am BEYOND SICK of him and his histrionics. The “budget-cutting” decisions he is making are designed to be as painful as possible. He refuses to even LOOK at instances of waste, fraud, corruption, etc. where cuts could be made–because that does not fit his agenda. He is acting out of childish SPITE and MALICE — to “punish” the American people because after he threw a hissy fit like a spoiled 2-year-old, he STILL didn’t get his little way. Is anybody ELSE wishing we could have an ADULT in the White House, for a change, instead of a SPOILED TODDLER who wants to be king?

    We are spending billions on Homeland Security, but can’t spend a few billion to have honest elections. I’m tired of hearing that illegals take jobs no one else wants. They take jobs the government has created for them. Our kids 12-17 used to do many of the jobs now held by illegals, but who want;s to hire a kid OSHA prohibits from running a power lawn mower or a hand drill. In addition, hidden in an environmental bill of 30 years ago was a gift of $5,000 to a Minority to start a lawn service. Who do you think that gift was aimed at? Go to Mexico and ask for entitlements equivalent to what we give Mexicans who enter this country illegally and see how fast you end up in a prison.

    When Mexicans in this country are sending 39 billion a year home and we allow them to claim foreign nationals living in a foreign country as dependents on their earnings in this country the world has to look at our government as both stupid and corrupt.

      Well, yeah, but MOST of the “billions being spent on Homeland Security” are for arming them to the teeth with BILLIONS of rounds of armor-piercing ammo and “urban tanks”. Why, you might ask, is he doing that, and HOW does he plan to use them? Obama has “fundamentally transformed” the DHS into the “civilian security force that is as large and well-equipped as our military” (HIS EXACT WORDS, uttered practically the same time he was first elected.) THAT should have told people SOMETHING about his intentions, but the “low-information voters” re-elected him ANYHOW. What POSSIBLE “legitimate” use could our *******-In-Chief and would-be dictator HAVE for this large, heavily-armed force he has built? Well, just for openers, he can do what he has already done–declare anybody who disagrees with him is a terrorist. He has all those idiot SHEEP out there repeating after him, “Tea Party people are terrorists” “Conservatives are terrorists”, though NOTHING could be further from the truth. Not that the *******-In-Chief EVER hesitated to lie if it suited his purpose, which it apparently almost always DOES. But first he brainwashes the sheep to agree that we are terrorists, then he sends in the heavily armed DHS urban tanks to eliminate us, and the idiot SHEEP, having been prepared for this in advance will stand by the road and cheer that these DANGEROUS folks have been dealt with to keep them SAFE.

    This administration is run by a bunch of incompetent juveniles who think the rest of us are stupid, easily conned, individuals who will believe anything that they are told. Obama and his cohorts think that they can use the cuts in funding dictated by the sequester to make those in Congress who supported it look bad in the eyes of the voting public.

    Cutting tours of the Whitehouse, cutting the number of “equivalent” border agents (none re being laid off), closing national parks, etc. are either juvenile acts or incompetence as anyone who has been around knows that the level of cuts in funding (cuts in planned increases) forced by the sequestration are down in the noise level and could easily be handled by average managers, and totally transparent to good managers.

    So, what is this trying to tell us? To me, it is just highlighting the huge mistake the American public made by re-electing Barack Obama. The priorities of this administration are totally upside down and their focus and actions, are continuing to amplify every major problem across the board from energy, border security, government spending, unemployment, growing welfare and other subsidy program participation, foreign policy problems, national defense, etc.

    We are in a lot of trouble as the inmates are running the prison.

      Yeah, JDZ, its almost like the administration is pumping up the pressure to get some kind of response, isn’t it? BO desperately wants martial law. Its part of the game plan. He has us in quite a pickle, he thinks. Either America has to sit back and watch his minions dismantle our constitution and destroy the country, oh, I’m sorry, “transform” our country, or react and have a reason for him to establish martial law.       Dear the Dove It is their oath of duty and office to protect the Constitution not the president nor the office of the president. the Constitution takes precedences over the illegal orders from the Commander and Chief if those orders are in violation of the Governing document the Constitution. and as for the Non military of which you speak remember the 2nd amendment was placed their so the citizens could form a militia to protect the Nation and the Constitution. And it was our founding fathers that instituted the Oath of Office which all politicians are suppose to swear to honor, but as we have seen from the Communist-Marxist and the president that oath means not to them, for they are with out honor.

    Obama and his cabinet – Napolitano included – swore to “preserve, protect, and defend” the Constitution. The Preamble states that one of the reasons the Constitution was established is to “provide for the common defense”.
    There is NO MORE IMPORTANT DUTY of the government — or of the President or of his appointees — than the “common defense” of the nation and its borders.
    The President needs to find somewhere else to cut expenses, or risk impeachment for failing to uphold his sworn oath.

    We live about 40 miles from Mr. Barnett’s ranch and we are customers of his in Sierra Vista AZ. You need to believe what he says…he is one of the most honest businessmen we have met in our six years here. We, in the U.S. need a REAL president of all of us, not just a dictator of his friends and donators. We are pretty sick of the treatment given to American citizens, while his buddies get whatever they want and we get nothing! The border is worse than ever and more illegal aliens of all races and from all countries are sneaking across….what is going to happen when we are attacked again by our enemies who are illegally coming into our country. They are friends of this “president’s” and we are defenseless against this scourge! When will real Americans wake up??????

      Please ask Mr. Barnett to buy a couple of the new military sniper rifles. They’ll fire with great accuracy at well over 1500 meters, even with night scopes. Find those leading the illegals and put a couple rounds right over their head and, in a short time, they’ll move away. Trespassing is illegal and those coming in definitely have weapons so they are a danger. Maybe he should send the President of Mexico a bill for picking up garbage or just throw it across the fence. ‘Course McCain would object wouldn’ he? And Arizonians voted for that guy?!?!?!?! :):)

    It is interesting that a President of the United States who has, in effect, a sea wall to restrain all but the unruly sea of people scampering through the cracks in the wall and he takes this opportunity to take down the wall ahead of the Tsunami that brings in untold horrors for the American people.

    Some people act on principle for the benefit of all. Oh for the days when the United States had a real President!
