Gen. Honore says Chicago needs Natl. Guard to make streets safe

To reduce the homicides and shootings plaguing Chicago streets, elected officials should consider calling on the state and federal governments for help, even the National Guard if necessary, said a retired Army lieutenant general who spearheaded the military response after Hurricane Katrina.

"Just like we do with any disaster. When the tornado comes, or the floods come, the federal government comes in to help," Russel L. Honore said Thursday at a news conference in Chicago.

"Let's not let this be about pride. 'We are big ol' Chicago, we are too proud, we can handle this.' Maybe you can't handle it. If you need help, get the federal government here. But let's control the streets so children and elderly people can be in a safe community."

Honore, known for his no-nonsense leadership, was in Chicago as part of The HistoryMakers project to record and archive the stories of African-American military leaders. The nonprofit organization houses the largest collection of recorded histories of African-Americans.

As part of his visit, Honore met with high school students to discuss his career.

At the news conference at the Chicago Military Academy in the Bronzeville neighborhood, Honore spoke out against the gun violence that affects the lives of so many of the students.

Honore was mild in his tone and fell short of demanding action. Instead he suggested a strategy he thinks could work.

To tackle the violence here, Honore said, the state police and other law enforcement agencies could lend a hand to local police. And the National Guard could take over routine duties, patrolling the streets and handling traffic, while police concentrate their efforts on solving crimes and increasing their presence in troubled neighborhoods.

Last year, Chicago homicides exceeded 500 for the first time since 2008, a 16 percent jump from 2011. And January saw the most homicides for that month since 2002. In addition, the shooting death of Hadiya Pendleton has placed an international spotlight on the random violence in Chicago because the 15-year-old honors student with so much promise was killed less than a mile from President Barack Obama's home.

To reduce the violence, more attention needs to be paid to poor communities infested with drugs, Honore said.

"Trust me, we can tap this down," Honore said of the shootings. "It would take a commitment, and it's not going to be popular. Many people are going to say why are you bringing that to my community? (But) do you want law enforcement or do you want people shooting day and night and destroying the lives of innocent people like the little girl who lost her life here a few weeks ago?"

Rondell Freeman, a 17-year-old junior at Prologue Early College High School who was among the students to hear Honore's remarks, said he feels afraid on the streets or even visiting the local park in his Garfield Park community. Honore's suggestion to bring in state police and National Guard seems radical, but it may be necessary, he said.

"We should do whatever it takes to end the violence, so we won't have to feel scared," he said. "These kids have guns. We need experienced people that can stop them."

When he's not working as a Chicago police officer, Richard Wooten said he's in the neighborhoods -- Auburn Gresham, West Chesterfield and Chatham -- helping residents develop neighborhood watch groups.

"Crime in Chicago is just running rampant," said Wooten, who does community work as part of his own organization, the Gathering Point Community Council. He attended Honore's news conference.

"This is going to require more than just the Chicago Police Department," he said. "We are in a state right now where we need not only to get the community activated and mobilized and dealing with the issues in their community, but somewhere along the way, we're going to have to tap into some federal funding."

    So at the end of the article, they get to the real point: “we need federal funding”. That way, they can embezzle 75% of the money and pretend to do something with the rest. The net result will be no difference in any crime rate, but the crooks will get some cash and Obama can say he “cares”.

      Lt.Gen.Russel L. Honore,(Ret.)now known as ” General Honore, LLC. Who paid his speaking fee and how much does he command for running his mouth? Like a hurricane? Honore writes that he will spend the second half of his life; “Creating a Culture of Preparedness.”
      His solution is as stated from Comment by my04301933 ‘”…
      it is “martial law””‘ It would not be if his idea of a Culture of Preparedness allows that the citizens are well armed and able to protect themselves from tyranny.

      This is exactly what the so called President wants. States and cities asking for federal help. This helps him to justify two things, federal funding and a take over or in other words “martial law”. With this “justification” he can enact tyrannical rule and of course the effetes in the media will cheer him on at least until he turns on them. By then it will be too late.

    No one seems to display common sense anymore. The National Guard is not needed in Chicago! To basically declare martial law in a U.S. city because of a street thug problem is an outrage. What is the police department supposed to be doing?

    Chicago needs to start out by getting rid of their socialist mayor and city council. A politically INcorrect police chief should be installed and supported to crack down on crime.

    Chicago then needs to honor the Constitution and institute a concealed carry program for any good citizen. The combination of these new concepts will result in a more gentle and polite society in short order.

    An armed society is a polite society.

      You are exactly right PATRIOT. Common sense does not exist in the liberal/communist/socialist mind. They admit that there is a crime problem there, and want to solve it with armed people – the National Guard. Why not remove the unconstitutional restrictions they have on the citizens of Illinois and let them carry concealed as other states do? It is a fact that crime rates are lower where the public is armed. Of course we all know gun control is all about control, it’s not about reducing crime or “protecting the children”. And these hypocrites have their guns and bodyguards, but deny the God-given right of self-defense to the citizens of their cities and state. Yes, you are right, Chicago needs to purge itself of the socialist politicians it has and honor the Constitution.

      Patriot you have got it. The feds will come in harass the locals take the
      weapons from those trying yo protect themselves, do nothing with the
      thugs that are killing people give the real criminals (the politicians especially
      the socialist mayor) a lot of money put a feather in Obama’s hat and go away
      to accomplished nothing. The good cops need to arrest the criminal cops
      and politicians. The Governor need to send in temporary assistance to the good guys

      As a native Chicagoan, I am outraged by the crime and violence in my beloved city. However, pouring federal taxpayer dollars into a “military state” isn’the answer. The solution is quite simple, actually: STOP GIVING TAXPAYER DOLLARS TO LAZY AND STUPID PEOPLE! I think that when women have more children, their welfare should be LESSENED, not increased! The only way to get rid of the barbarous tribes who hold many Chicago neighborhoods hostage is to cut off their money source. Build bigger and stronger jails and prisons, round up all the males who don’t have a job and put them in jail. Round up all the gang brutes and put them in jail. Round up all the sperm donors and put them in jail. This is a job for the Chicago police, not the military. If the police can’t handle this, then they shouldn’t be police. Next, get rid of the muslim-commie mayor who has infected the city with his marxist-commie ideology. Once the money sources have been depleted, these vermin will run to another state…maybe they’ll find a nice home next to BO in the WH…

    The United States has avoided a National Police Force for 2 centuries. The Reason Can be seen in Nations that have turned against their people and murdered them. The States have State Police, the Counties have Sheriffs which are the highest level peace officers in the Nation.     The General must be mistaken. -Chicago is one of the most ANTI-GUN cities around. They made it as hard as possible to prevent legal gun ownership. Therefore, there can’t be a gun violence issue because it’s ILLEGAL for most citizens to own a gun. National Guard? That’s for an emergency not a cancer you created by yourself.       You’re so right about Chicago’s anti-gun stance. In fact, the liberal-dominated Illinois legislature is currently trying to foist that disaster on the entire state.
      The General makes a few assumptions that won’t fly in Illinois. First, the IL National Guard is already pretty well occupied… in Afghanistan. Second, they’d probably be stupid enough to call in the State Police, but the patrol officer pool is getting pretty thin due to the State’s self-inflicted budgetary crisis; already local sheriff’s departments have had to assume greater policing burdens to meet the deficiency. And third, Chicago PD has some of the toughest, roughest officers in the nation. If they can’t/won’t address the problem there, it would be wise to ask “why.” Smart bets are: 1) much of the violence is gang-related, aggravated by the moronic “sanctuary state” policies; and 2) most of the shootings are classified as “black on black,” an embarassing fact that will not be acknowledged due to the Obama/Holder DOJ stance on prosecuting such. Then, too, Mayor Rahm may feel he has to solve the problem so it doesn’t sully future chances to run for President. (Notice how the nation’s Great Savior generally tries to distance himself from this mess.)

    Let’s see – put in the most drastic gun control laws in the country. The crime rate goes up to such an extent that you want to call in the ARMED National Guard to help. Maybe if you simply allow the citizens to be armed, you wouldn’t need the ARMED National Guard!

    Note that Vermont has the least strict gun control laws and the third lowest crime rate. Chicago and Washington DC some of the strictest gun control laws and the highest crime rates. Perhaps logic bypasses the liberal minds.

    It seems like the politicians in Chicago were elected to clean up this mess. New York cleaned up itself and its bigger than Chicago. Emanual and the police commisioner did away with the gang squad first thing and murders by gangs soared. They don’t do stop an frisk. The Judges keep letting the banggers out with a slap on the hand.       I love Chicago. It wasn’t always a bed of murderous barbarians. Even the mafia had some redeeming qualities. What is holding Chicago hostage is a bunch of lazy and stupid thugs who have learned that the taxpayer dollars will pay for their illegitimate progeny, and that there is little to fear from the police. Chicago police need to be trained by the military to go into the putrid neighborhoods and yank out the festering vermin who have the IQ of a slug. Put them in jail and lock the doors. Let them out only for hard labor on the chain gangs. Then, they need to arrest all the welfare queens, have them forcefully sterilized, take their children away from them, put them in Church-run orphanages/schools, and demolish all the buildings and areas where these beastly cretins find refuge. Chicago is a wonderful place to live and work. I did it for over 35 years. There’s nothing like the rest of the people of Chicago. The pigs have been allowed to uproot the decency of what was once great neighborhoods and turned them into cesspools of corruption.

      I most definitely do not love chicago. I have lived there so I know whereof I speak. The prevailing attitude is, I’ve always been a democrat and I’ll always be a democrat. How can you get through to people like that with skulls thicker than Hoover Dam? If they didn’t have such an inferiority complex (we’re as good as New York City! No, better!), they could learn a thing or two from Rudy Giuliani and how he reduced crime in New York, which is where I live now. Boastful underachievers are doomed to reap what they sow, while their pathetic pride prevents real solutions from ever getting in.

      The poster who fast-forwarded to graft and corruption by politicians in chicago is absolutely correct. Also correct is the uptake in ratings that our Teflon thug of a president will enjoy, maybe enough to get him elected for a third term.

    The best answer to the criminals is to stop declaring war on the law abiding citizens and allow the people to be armed without any threats from the government.     If they get the Guard on Chicago streets, where will they show up next? We certainly have enough cities to choose from with tough gun control laws in place matched with high murder and overall crime rates. Is this intended to eventually get the military on the streets of all US cities and towns? Standing army? The Constitution is going down one article at a time. I live in a blue state and the distrust of our leadership grows daily. It’s a no-brainer as to what they are doing. We know their objective, and they know we know. That’s why they are ramping it up daily.

    Here is a typical example of jack boots. If one doesn’t believe the brown shirts are awaiting in the wings, one isn’t listening to the waves in the air.       Illinoisans elect notoriously bad governors, but do a bang up job of electing the State Attorney General.

    I know, it’s my age, with this memory thing, but; Katrina was a natural disaster; Sandy was a natural, Barrack Obama, Rahm Emanuel, JJjr, Richard Daley (Dick Daley) and Rod Blagojevich, while most certainly disasters, were NOT natural!

    The folks in Chicago asked for and got their wish. Now they can live with it.
    When there were High Times in Chicago, no one offered the Nation any excess money. Now, woe be, America has to finance the correction. Sounds a lot like New York City to me. (this memory thing again, but I remember NYC with their hat-in-hand, to get a $10 million bailout to finance their foolishness. NOW Bloomers wants to tell the nation how to conduct themselves). It will not stop till We the People stand to demand accountability.

    General, we need no more advice – we need clean government! That is not hard to understand.

    First, in the name of ending violence and making the streets safer, government disarms the honest, law-abiding citizen. Natuarlly, the criminal element moves in and takes over.
    And the violence escalates. Then we’re told the only answer is for government to come in and “take control”.

    Are ya all startin’ to get the picture, here?

    Where’s Elliot Ness when you need him? Didn’t Chicago have this problem before and during the Prohibition years? Sadly, good people don’t run for gov’t and when they do, they are skewerd and defamed to the point that the “sheep” either stay home when it comes time to vote or cower in the face of intimidation and vote status quo. The GOP had better get some “Street Smart” members because that’s what it’s going to take to rid this country of what we have now. The gov’t has now gotten so big that just the votes of the gov’t workers and their families and extended families may be enough to keep their benefactors in office. A shell game is in progress, and we are like hens in the fox house! It’s going to take courage, but “we the people” are going to have to break this cycle. “Freedom” is NOT a spectator sport, and the last thing that is needed is Marshall Law declared in any city in this country. Power is intoxicating and the abuses that can come with it can be very ugly! The “anti-gunners” are going to find themselves caught between the “Devil and the Deep Blue Sea”, to coin a phrase, and their belief that their protection is the responsibility of either the police or government will only make their plite worse – especially when the realization that they have been dupped sets in.

    The people of Chicago need to all buy & carry & USE guns to defend themselves & their families/property from armed thugs & gangs. Just shoot’em & let the cops try to figure it out. It wouldn’t take long & absolutely no Federal money, to solve the rampant crime problem. Vigilante justice has cleaned up many a corrupt & bad town for generations. The only problem is the vigilantes often get high on their own power & get out of hand. Just DO SOMETHING, RIGHT OR WRONG! Sooner or later the right answer will appear & work. God Save America, from ourselves.

    This just proves the point…if his gun control were so &*&)( good…then why does his precious Chicago have such a problem? Maybe if citizens were allowed to carry…many innocents would be alive today. But then…Obama wants two things…with his administration and the public…either they are corrupt or stupid…either way…he can control them.
