Why voter ID is needed: dogs and dead people recruited to vote

OLYMPIA, Wash. (AP) - The voter registration form arrived in the mail last month with some key information already filled in: Rosie Charlston's name was complete, as was her Seattle address.

Problem is, Rosie was a black lab who died in 1998.

A group called the Voter Participation Center has touted the distribution of some 5 million registration forms in recent weeks, targeting Democratic-leaning voting blocs such as unmarried women, blacks, Latinos and young adults.

But residents and election administrators around the country also have reported a series of bizarre and questionable mailings addressed to animals, dead people, noncitizens and people already registered to vote.

Brenda Charlston wasn't the only person to get documents for her pet: A Virginia man said similar documents arrived for his dead dog, Mozart, while a woman in the state got forms for her cat, Scampers.

"On a serious note, I think it's tampering with our voting system," Charlston said. "They're fishing for votes: That's how I view it."

Every presidential election cycle brings with it a variety of registration drives targeting people who typically are underrepresented at the polls, and Republicans have long seized on sloppy or questionable registrations as a sign of potential fraud on the part of Democrats.

It's an issue that is particularly sensitive this year GOP political leaders have used fears of fraud to successfully push laws across the country that could make voting more difficult by requiring voters to show identification. Democrats have fought the laws, arguing that they can disenfranchise citizens, minorities in particular.

The group at the root of the questionable mailings - the Voter Participation Center - acknowledges that the databases it uses to contact possible voters are imperfect because they are developed from commercially collected information. The group also says it expects people who receive misdirected mail to simply throw it away.

Several election officials said they believed the voter registration systems were secure enough to catch people who might improperly submit the misdirected documents.

But administrators in New Mexico, a potential swing state in the 2012 presidential race, warned that ineligible voters who complete the documents could make it onto the rolls.

New Mexico is one of two states in which noncitizens can qualify for a driver's license by simply proving residency - not necessarily legal residency - and state elections officials have no way of verifying the legal status of those who file registration documents.

Ken Ortiz, the chief of staff at the New Mexico secretary of state's office, said some noncitizens have contacted the state asking why they received the forms when they'd previously been told that they could not vote.

"We fear that some of these individuals who receive this mailing may feel that they are being encouraged to vote by our office or county government," Ortiz said.

The mailings appear official, arriving in privacy envelopes with the headline "VOTER REGISTRATION DOCUMENTS ENCLOSED." Some information is already completed on the voter registration papers, and recipients also get an envelope to send completed forms to local elections officials.

The Voter Participation Center works with a vendor that has access to multiple commercial databases that could include people who subscribe to magazines or junk mail using names of their pet, said Page Gardner, the group's president. She said the nonprofit tries its best to target only eligible and unregistered voters but that some other names inevitably get on the final list.

"Is it a perfect process? No," Gardner said. Ultimately, she said they rely on the integrity of people and the security of the system and notes that the same forms are available to anyone at county offices or on the Internet.

The Voter Participation Center says it is trying to increase participation among minorities, unmarried women and people under the age of 30, with Gardner saying that those groups have historically been underrepresented in the election process.

The group says it has helped register 1 million people since 2004 and some 300,000 people in the current election cycle.

The center conducted one mailing distribution last year and another earlier this year before its biggest mailing, which went out in June. It is planning one more for later this year.

Voter registration drives of all types can create a small subset of problems. An active voter, for example, may sign up again after encountering a registration drive at an event. Some registration workers at the community activist group ACORN were accused in past years of submitting false forms with names like Mickey Mouse - filings the group said were done by workers to increase their pay.

What makes the Voter Participation Center's work challenging is that the group is identifying voters based on data, instead of during in-person interactions. The mailings include pre-filled information that creates further confusion and concern, said Katie Blinn, a co-director of elections in Washington state.

Blinn said it appeared that many of the mailings were going to people who are already registered to vote. They have heard about a "handful" of pet-related forms in the state of the past few weeks and fielded calls from people wondering whether their registration was canceled.

Julie Anderson, the auditor in Pierce County, Wash., estimates that about two dozen residents have contacted the county about registration forms arriving for dead relatives.

    This is pathetic, and worst of all are the illegal ALIENS (they are not immigrants of any kind) our former Secretary of State (Oregon) said that illegals were welcome to vote in local and state elections, just not federal elections! Well nod, nod, wink, wink……..how are we to find out once they have voted in any election they will continue to get ballots in our MAIL IN ONLY elections. Don’t let this happen in your state, it’s a perfect recipe for FRAUD!

      All of the votes can be forced to go through verification if it is contested! Door-to-door and any other method to establish legitimacy.

      Find out other ways to force a verification on the ones casting the votes. In FL, people went door-to-door to check on who voted. And amazingly enough, illegals admitted they voted, some more than once! That one woman they showed on tv, 6 times!

      Quietly find ways to force the verification in each city/county!

    The only people that have a problem with voter ID’s are the crooks that benefit from illegal votes. I don’t know how anyone could be proud to call themselves a democrat. I guess if you don’t mind being associated with a bunch of anti-American, lying, cheating, vote-stealing crooks it wouldn’t bother you. I see democrats as the people in school that just didn’t fit in. They see the world as unfair, so they are willing to do whatever it takes to make the world their twisted definition of fair. If you can’t get the votes you need without cheating, guess what? You lose! Suck it up and figure out why people don’t agree with your policies. I think it’s time they all start doing what’s best for the country, by supporting the hard working people that pay the bills with our tax dollars. Without fair elections we’re no better than a third-world-country, unfortunately most democrat’s think that’s ok. How sad is that?

      DemoCommies have never had an election when they did not cheat. In Texas, LB Johnsons Box 13 story is that he held back box 13 until all the votes were counted and he lost by 200 votes, then box 13 appeared and he had won that box by 287 votes. Therefore winning by 87 votes. The last 287 people that voted were dead and they voted in alphabetical order. The organization of the DemoCommie dead is amazing.

      How much did BHO win by last time? Acorn worked then and they changed thier name and has stepped up the voter fraud.
      It should be the individual that registers and vote by ones own effort. So dogs and cats and illegals and felons would be less likely to vote.

    A day or so ago, I was just joking that pets would be enlisted to vote, as I quipped about The Dead, filing in to cast their ballots, with Elvis in the line.

    I forgot about dead pets! Sounds like a new Stephen King Novel in the make.

    Again, the whole voting thing, is just another way to game the system. Once total power is achieved, voting will be done away with, as it is no longer needed nor desired. You cannot, “Move Forward” as long as the as those against you, can vote.

    Once total power is achieved, then, The LIQUIDATION, can begin, as Obama’s buddies so glibly shared with an undercover agent, as opposition need not be allowed to breath anymore.

    Perhaps a statue will be eventually built for Fido & Felix, for their furry but dead contribution for moving FORWARD!

    There are many other types of voter fraud. College students who vote as residents of their college town and also submit absentee ballots in their home precincts represent a potentially large potential for fraud. How about absentee ballots sent to nursing home patients with dementia? Who completes and submits these ballots and how did they vote? Certainly not the voter with dementia. Ohio has long required a government-issued photo ID to vote in person or to register to vote, but none is required to obtain an absentee ballot once the voter is registered.

      Absolutely true. I worked in the poll booths in Ohio and we always had to have picture ID. There was never any problem. We have had problems with threatening people outside the precincts, however.

    “Judicial Watch”, a legal org. and “True the Vote” are working hard to get states to clean-up their voter lists! Many states have been put on notice that if they don’t, they could be sued. Already, a suit has been filed against Indiana. Washington state should be next. Give these two groups your support, and as many donations as you can. It might make a difference of who wins the election!

    Here is my idea – lets turn all the voting stations over to the DMV for each state. If you don’t have your ID, nice try – you aren’t getting anywhere, come back when you have the correct paperwork. Plus there attitude will scare anyone.

    I cannot accept any excuse that getting a photo ID would
    create problems for certain segments of the public. In this time of so many services, churches, agencies available to the public, it would not take much time to get a legitimate ID that would solve most voting problems. People can get their ID’s many places and there’s always help by concerned people to help those elderly, poor people.
    No excuse in our country for not being able to prove who a person is — fast and inexpensive.

      If there are so many “poor” people and “minorities” who don’t have legal ID, here’s my question: how does anyone know this? If they have no ID, that means they appear nowhere in the system, so where does this statement come from?

      I not only believe that there should be voter ID, but to avoid the possibility of voting more than once, we should also have that good ol’ purple ink to dip fingers into like they do in the MidEast. But maybe it should be red ink, since that’s what our gubbmint is bleeding!

      Overall our government is run by a disorganized, ineffecient, and wasteful bunch of people.
      Nobody knows what’s going on, whose doing what and why, and how much does it all cost.
      If a private company was run this way, they’d be bankrupt in a year.
      Our govt. is way too big, and much responsiblility, rights and duties should be turned over to individual states.

    If minorities can get to the polls to vote they can get to the DMV to get a photo ID, or they can mail in their ballots. However mail-ins should not be allowed because there is no way to verify the integrity of a mail-in vote. For minorities to cry that it is discriminatory to require a photo-ID is just another way of claiming that Republicans are racist.
