Iraq spending bill called 'fatally flawed'

WASHINGTON (UPI) -- White House Press Secretary Tony Snow said a proposed Iraq supplemental appropriations bill before the U.S. Congress is "fatally flawed" and doomed to fail.

He called it "bad legislation" that ties the hands of the generals, one that U.S. President George Bush would veto and Congress would uphold the veto.

In a Thursday news conference, Snow again defended the strong Bush administration stand against setting a date to pull out U.S. troops and repeated the prediction withdrawal now would open the door for insurgent forces to take over.

On the other hand, strong U.S. resolve to carry out the job has shown it will embolden our allies. As has been seen, "People take seriously the focused application of American force," he said.

If a date is set for withdrawal and you're a terrorist, he said, you would just "wait it out, and when the Americans leave, you hit and you hit hard."
