GOP Lawmaker Removes Capitol Hill Painting Depicting Police as Pigs

WASHINGTON (AP) — A Republican lawmaker removed a high school student’s painting from a Capitol Hill display Friday because it shows a pig in a police uniform aiming a gun at African-American protesters. The image was inspired by the shooting and protests in Ferguson, Missouri.

Rep. Duncan Hunter of California unscrewed the painting from a hallway display that includes hundreds of works of art and returned it to the office of Democratic Rep. William Lacy Clay, who sponsored the work and represents a St. Louis congressional district.

Joe Kasper, a spokesman for Hunter, said “there’s nothing appropriate” about the painting. He said the artwork was the subject of discussion when GOP lawmakers gathered for a morning caucus meeting. When Hunter left the meeting, he walked to the display and took it off the wall.

“He made sure he returned it safe and sound, all in one piece,” Kasper said.

Hunter did not speak with Clay about the portrait, and Kasper said it was Clay’s prerogative to return the painting to the display. A spokesman for Clay says the congressman was unavailable for comment.

The painting showed a police officer taking aim at protesters with signs saying “history” and “stop kill.” The police officer has an elongated face with tusks, much like a razorback pig. The background includes the Gateway Arch in St. Louis and a young black man looking out from prison bars. One of the figures also appears to show a protester as a wolf.

Clay’s website gives the following description of the artwork: “The painting portrays a colorful landscape of symbolic characters representing social injustice, the tragic events in Ferguson, Missouri, and the lingering elements of inequality in modern American society.”

In August 2014, a white police officer shot and killed Michael Brown, an unarmed black teenager, in Ferguson, setting off weeks of protests.

Clay’s office said Cardinal Ritter College Prep High School senior David Pulphus won the lawmaker’s 16th Annual Congressional Art Competition, and “his visually stunning acrylic painting on canvas entitled, ‘Untitled #1’ will be displayed at the U.S. Capitol Complex.”

House Speaker Paul Ryan’s office did not return a call seeking comment on whether he condoned Hunter’s actions.

Drew Hammill, a spokesman for House Minority Leader Nancy Pelosi, D-Calif., said Hunter “will soon realize that he’s fallen down more than one rabbit hole.”

The reference was to Hunter’s recent admission that his campaign had paid the $600 tab incurred for flying his children’s pet rabbit with the family. Hunter said the charge to the campaign was a mistake and that he had reimbursed the campaign as part of more than $60,000 in questionable charges he had discovered.

Kasper said the congressman has received an outpouring of support from law enforcement organizations and individual officers.

“I am ecstatic with congressman Hunter’s actions,” said Andy Maybo, president of the Fraternal Order of Police chapter in the District of Columbia. “As we all know, this painting should never have made it to the walls of Congress.”

A tunnel leading to the Capitol is filled with paintings and other artwork done by students who enter them in the annual Congressional Art Competition. The nationwide competition began in 1982 and students around the country submit entries to their representative’s office. Panels of district artists select the winner from each district, and the winning works are displayed for one year.

    Rep. Duncan Hunter is a true patriot and knows **** when he sees it. Rep. William Lacy Clay and the Democratic Party continue to demonstrate their anti-police stance. The result is police officers around the country are being attacked and killed. This is one of the reasons I will never vote for any Democrat ever again!

      calm down. The Constitution’s first amendment gives the right to freedom of expression, which includes art. This incident had nothing to do with different types of art, it is about how liberal political messages are favored over moral ones due to the corrupt system we have.

    Mr. Clay seems to have a lack of respect for those who serve and protect and seems to favor brutes like Micheal Brown, who knowingly stole and attacked the shops keeper, and then agressoively attacked a police officer. The hands up don’t shoot lie should not be honored in the Capitol or anywhere else. Shame on Mr. Clay. Same on the lie he put on his website hiding the true account of the image he hung. Shame of the boy who seems to believe the lie that Mr. Clay seems to want to perputate. Clay probably helped trash Ferguson along with Holder and Pres. Obama.     Good for Rep. Hunter. This demonization of police officers with the TOTALLLY FALSE narrative of Ferguson needs to stop! Cops are being MURDERED because of this BS. Obama must be SO proud to have created such division and HATRED among black people for white people and cops that the rift will likely NEVER heal. After all, division and using the Presidency to act out his OWN RACIAL HATREDS is what that nasty little sociopath is ALL about.

    I believe that Rep. Clay should take a trip to North Korea and remain there as a guest of the North Korean government. In a year we will contact him and ask him to compare police forces of N. Korea and US. It is time to start charging those that blaspheme police as hate crimes. Start with Jesse Jackson, Al Shapton, Rep. Clay, BLM leaders and sympathizers. Brown was killed in the middle of a felony theft, attack on shop owner and attempt to kill a police officer. The shooting was justified but the left wing liberals condone a crime in progress. Brown is now in HELL! P.S. Add Barack Obama and Loretta Lynch to that list

      Hear, hear. As a young ignorant person during the 1960s I sort of bought into the anti-establishment thing, picketing etc. Then I went to study in Paris for a year by myself in an apartment at 17. That’s an experience I’d recommend for spoiled brats like that young man everywhere. In my experience the Parisian police don’t care what happens to you. On one occasion I was hit in a crosswalk by a drunk driver who ran a red light and transported to the ER in a police paddywagon whose driver stopped at a brothel to chat with the girls in the window. Then the ER doc was ticked because he was called in from the opera. Second, I was chased down the street and up my stairs by a predator- police did absolutely nothing, were dismissive and rude. Finally, my daughter’s been a journalist in Iraq, Afghanistan, and Egypt continuously since 2002. I went to visit her in Jordan and Egypt a few years ago and was physically groped by a cop in the airport with a gun. So, whiny brats, shut up and be glad your PDs bother to call an ambulance or they’ll give up and stop responding, as media reports indicate is happening in Chicago now.

He knew exactly what he was doing, and should have been censured for his idiotic action.     This picture painted by a black student was hung in the White House which is the home of all of the citizen’s representatives, not just the minority democrat parties representatives. This deliberate offensive depiction of police as Pigs was a insult to those in law enforcement and to the citizens who respect the police and the laws of this country. Representative Clay knew beforehand that this depiction of police as pigs was a slap in the face of Americans who respected and depended on police to maintain law and order in this country and that is why he had that picture publicly displayed in the White House, Representative Clay was in effect, saying,” In your face, lets see someone do something about this . Fortunately someone did, way to go, Rep. Duncan Hunter , way to go!!

    The Associated Press misreports the event in St. Louis. Notice, they omit the entire sequence of events up to, including, and then subsequent testimony about the shooting. AP makes it seem that the criminal who was shot was an entirely defenseless person, executed in cold blood. All of us who study this matter know that the giant kid had attacked the police officer, had just robbed a small convenience store, had attempted to wrest from the officer his loaded weapon inside the police cruiser. The kid was huge, very strong. He never raised his arms in surrender.

    It will be interesting to see how the Democrat congressman comes back at Duncan Hunter. I remember back when my congressman, Keith Rothfus, established his first days in office there. In the corridors, I saw a giant Democrat congressman marching with cleats on his shoes. Big bully, telling everybody that he owned the place. This was when ZeroKing had just won his first term.     On Christmas Eve, the only person who waved hello to me was a police officer. I was descending a stairway from the Vitamin Shoppe. He was in a parking lot. He waved from about 75 feet away. I returned his greeting when we were exiting the lot in our respective cars. In fact, he was the only person who wished me a “Merry Christmas” that night.

    I’ll probably get a lot of grief for this, but I’m going to go against the grain here. Do I like or approve of the painting? No, not in the least, but if the congressman did not put the painting up, then he has no right to take it down.

    The First Amendment was written, in large part, to protect the rights of those who may express a viewpoint which others may not agree with, or may find offensive.

    If you think it was right of the congressman to remove the painting, then you are supporting the fascism which it represents.

    I am a Freedom of Speech advocate…even when I may disagree or be offended by that speech. If you believe the congressman was right in removing the painting, then you can not legitimately claim to support the Freedom of Speech.

    Yes, the painting is disgusting. Yes, it also depicts an event based on a complete lie. I get that. I really do. But even so, the congressman had no right to remove the painting if he did not put it up.

    I think it would have been much more effective to leave the painting up and call attention to the lie it depicts and the people who support that lie…including the congressman who put the painting up.

    To me, that would get a lot more of the proper type of publicity. Point out the lie of the picture and highlight those who are supporting that lie. Yeah, that might be controversial too, but it looks a lot better than claiming to be in favor of the Freedom of Speech…while engaging in an act of fascism.

    Speaking only for myself, that is far more disturbing to me.

      Conservative…I find myself in agreement with you. By extension simply taking this down gives the implied right for any other congressional person the right to dismount anything they do not agree with. A few years back in my home area university students who are pro-life went through proper channels to place white crosses equal in number to abortions (ratio wise or just for the area – not sure) at an authorized place on campus. A University professor took it upon herself to remove all those crosses. I thought the audacity of this pompous eletist, calling herself a college professor to do this. Because she believed that symbolism of crosses might affect some young girl thinking of abortion. The originators of the crosses took proper channels, the crosses were restored and the professor chastised, convicted of some misdemeanor and given some community service. We might not like the message of the poster, even abhor it, but if there are channels to put it up surely there are channels to have it removed. We cannot preach at the Dems, or whomever, for violating certain free speech rights while taking the same behavior we would admonish them for and expect kudos. I love our police, the depiction in the art despicable but let’s handle it the way we would like our kids to use the process. Let’s not become like the progressive radicals.

AND if i can be told by someone “sorry you can’t have that pic of jesus hanging in a school you donated it too’, or “remove that baby manger nativity scene from in front of that federal building, why then should this cop hater be allowed to have his ‘chicken scratch’ hanging in a federal building???

      To you and Jim Bailey: First, is it the custom to hang these “winners” pictures in that place in The Capitol, and Second, how would YOU feel if you, a Police Officer walked into the chambers and saw THAT in the Capitol? How would YOU feel about the Whole Nation’s attitude about YOU (after all, the Capitol belongs to ALL the U.S., and therefore “represents” us ALL)? “The only thing necessary for EVIL to succeed is for Good Men to do Nothing” (Edmund Burke, re: Winston Churchill quote about England’s OBLIGATION to oppose the Third Reich and Hitler in 1939 as Poland was being slaughtered.) The painting is artistically GAUCHE. Historically INACCURATE. Politically RADICAL. And Morally OFFENSIVE.       To Jim Bailey: Thank you. I’m glad someone understands my point. As Ituser pointed out, we do have limits to our Freedom of Speech, but most often, those limits are applied only when it has the potential of putting someone’s life in immediate danger.

      While I find the painting to be disgusting and repulsive, it does not present an endangerment to someones life. As such, I feel that if it is removed by another party who may not agree with the viewpoint depicted in the painting…even if people take offense or find that viewpoint to be a lie…it represents a fascist act being perpetrated by someone who feel they have the right to suppress the viewpoint of someone else whom they don’t agree with.

      The standard is NOT how someone “feels” about something, but whether they should be allowed to say it, no matter how offensive someone else may find that viewpoint.

      I often post that in order to be consistent in my standards and positions, that sometimes it means I have to take a position which I may not personally like. This is a perfect example of such a time.

      You stated it quite succinctly when you said: “Let’s not become like the progressive radicals.” I agree completely. To be honest, I’m really surprised I didn’t get more flack from my post. Perhaps others agree as well, but may not like to admit it 😉

      Using your logic, then the left must be correct when they say guns are the problem. You can’t have it both ways. One can NOT claim the gun is not at fault on one hand, while at the same time saying this painting is somehow responsible for the violent act of someone else…who may also happen to use a gun.

      My point is that the administration is in full support of criminals over cops.. AND ITS cause of that, those racist chants and paintings like this which makes these criminals think they CAN KEEP DOING this and get away with it..
