Default Iraq spending bill called 'fatally flawed'

WASHINGTON (UPI) -- White House Press Secretary Tony Snow said a proposed Iraq supplemental appropriations bill before the U.S. Congress is "fatally flawed" and doomed to fail.

He called it "bad legislation" that ties the hands of the generals, one that U.S. President George Bush would veto and Congress would uphold the veto.
