As part of its preparations in girding for an Iraq war, Mexico deployed 18,000 troops to provide security at the U.S. border and at airports and other strategic sites, according to Mexican news agency Notimex. Mexican officials said the soldiers would be used to help prevent the infiltration of terrorists into the United States.
The Mexican operation, with its military component, contrasted with the U.S. security plan, known as Operation Liberty Shield. On March 19, U.S. Department of Homeland Security head Tom Ridge said that though border security is being stepped up, additional U.S. National Guard troops would not be moved to the border.
