The Department of Homeland Security (DHS) officially opened for business on March 1, taking over the now-abolished U.S. Immigration and Naturalization Service (INS). While this is a major victory for homeland security and sensible immigration enforcement, the test now will be whether the new DHS can succeed where its predecessor failed. The INS political leadership long ago lost sight of its primary mission: to stop illegal immigration and enforce America's immigration laws.

Tancredo Introduces Immigration Moratorium Bill
On February 26, Representative Tom Tancredo (R-CO), Chairman of the Congressional Immigration Reform Caucus, introduced the Mass Immigration Reduction Act of 2003 or H.R. 946, legislation to limit the number and category of immigrants allowed to enter the country each year. Specifically, the bill establishes a "time-out" that will allow the federal government to control both mass immigration and border security.
Original cosponsors of H.R. 946 include Representatives Sam Johnson (R-TX), Steve King (R-NY), Charlie Norwood (R-GA), Nathan Deal (R-GA), Jim Duncan (R-TN), and Virgil Goode (R-VA).

New House Immigration Subcommittee Chairman Holds Hearing on New York Sanctuary Policy
Rep. John Hostettler (R-IN), new chairman of the Immigration, Border Security and Claims Subcommittee of the House Judiciary Committee, held an oversight hearing last Thursday on New York City's sanctuary policy and the effect of such policies on public safety, law enforcement, and immigration.
This hearing examined New York City's policy on the NYPD's non-disclosure of immigration information to the INS and was prompted by the brutal attack and rape of a 42-year-old mother of two by five aliens.


Four of these aliens were illegally in the country.
Three of those four had extensive arrest histories in New York City.
The fifth alien, a lawful permanent resident, also had a criminal history prior to the December 19, 2002 attack.
Chairman Hostettler said that despite the criminal histories of the four aliens, it does not appear from the record that the Committee has received that the NYPD told the INS about these aliens until after the December 19 attack. "Some suggested that the only reason that the three illegal aliens were in the United States, despite their extensive arrest histories, was because the NYPD officers who arrested these aliens previously were barred, by a so-called 'sanctuary' policy, from contacting the INS," said Hostettler.

Testimony was heard from Mr. Michael J. Cutler, Former Senior Special Agent, New York District Office, INS; Mr. John Nickell, Officer, Houston Police Department; and Ms. Leslye E. Orloff, NOW Legal Defense and Education Fund.

Maryland State Legislature to Consider Giving Illegal Aliens Driver's Licenses - Public Hearing Set for March 5
On March 5, the Maryland House Judiciary Committee will consider legislation introduced by Committee Chairman Joseph F. Vallario that would give Maryland driver's licenses to illegal aliens.
The Latino community and other special interests have a huge grassroots campaign underway and are pressing hard for the passage of this legislation. If you are a Maryland resident, we need your calls and attendance at the March 5 hearing to show Committee members that Marylanders oppose giving driver's licenses to people who have broken our immigration laws!
