This would violate Article II, Section 1, Clause 2 of the Constitution. That clause says that the Electors of each State are to be chosen in a way determined by that State's Legislature. An initiative is not a Legislature. It is obvious that they are smart enough to see that they are in serious TROUBLE, and in true Dimocrat fashion, are trying to make sure they will "win" when they know they will probably lose (according to the current rules & laws). The complete article recognizes this. Democrats are trying to get the state to change their method of allocating their electors through a statewide vote. A campaign is underway to change the current method of winner take all by a measure to be voted on by state voters.

The Dems do understand the Constitutional aspect of it. They are trying to effect change in individual states, by getting this issue on local state ballots and changed in each state's laws. This is not a federal issue.
