Malkin: How's That Obamacare Waiver Workin' Out for Ya?

Exactly two years ago this week, the Obama administration announced it had issued more than 100 waivers en masse to a select group of companies, unions and other health insurance providers seeking relief from the onerous federal health care law. The Obamacare waiver winner's club now totals 2,000. Where are they now?

Answer: In the same miserable boat as every other unlucky business struggling with the crushing costs and burdens of the mandate.

Among the first and most prominent recipients of the Obamacare waivers for favors were large restaurant chains that provide low-wage, seasonal and part-time workers with low-cost health insurance plans called "mini-med" plans. An estimated 1.7 million workers benefit from such plans. Obamacare forced companies carrying such coverage to raise their minimum limits on coverage to no less than $750,000 annually. Another Obamacare provision forces all employers to spend at least 80 percent to 85 percent of their premium revenue on medical care.

The social justice Democrats' goal was to dictate insurance provider spending not just on coverage amounts, but also on executive salaries, marketing and other costs. The regulation punished companies with mini-med plans whose high administrative costs were due to frequent worker turnover and relatively low spending on claims -- not "greed." Complying with the provision would have meant tens of thousands of low-income workers would lose their benefits altogether.

Darden Restaurants, the Florida-based parent company of Olive Garden, LongHorn Steakhouse, Red Lobster and other chains, was a member of the Obamacare waiver early bird special. Their get-out-of-Obamacare card helped spare the company's health insurance benefits for nearly 34,000 employees. Breathing a sigh of relief that it would allow chains to continue offering all employees access to affordable health insurance, Darden said in a statement in the fall of 2010 that "the waiver allows us to continue to do that as the various phases of the health care law are implemented."

Fast-forward to 2012. Darden announced last month that it would begin shifting full-time workers to part-time status to save money, cut health costs and circumvent Obamacare's coverage mandate scheduled for full implementation in 2014. The move would reduce full-time employees' hours to less than 30 hours a week; part-time workers are exempt from the insurance mandate. McDonald's, another big Obamacare waiver recipient, is considering the same move.

In fact, a survey of members of the Chain Restaurant Compensation Association (CRCA) conducted last year by Hay Group reported that a whopping 77 percent of "quick serve" restaurant operators said they were considering reducing employee hours to change their status from full-time to part-time. At least one Denny's restaurant franchise owner in Florida is cutting hours and has openly contemplated an Obamacare surcharge. Jimmy John's and Papa John's are also slashing work hours. Applebee's is mulling a freeze on both hiring and expansion.

"There's no such thing as a free lunch" is a race-neutral truth. But economically illiterate Obama supporters have now called for boycotts of these businesses and accused them of vengeful "racism" against the president. Instead of sympathy and gratitude for private businesses trying to do right by their workers, customers and shareholders, the corporate-bashers inundated Twitter this week with profanity-laced condemnations of the restaurant service industry. One protester tweeted: "@Applebees Your CEO is a racist piece of (redacted), he not hiring because Obama was elected...U WILL LOSE CUSTOMERS."

"Red Lobster, Olive Garden (are) using Obama re-election as an excuse to deny employees benefits and living wages," Jon Marquis fumed.

Twitter user Daphine Walker sent unhinged, ungrammatical messages to Red Lobster and Olive Garden in all-caps: "I WILL NEVER SPEND ANOTHER CENT ON THIS RACIST COMPANY WHO DOESNT GIVE A DAMN ABOUT THEIR EMPLOYEES."

The CEO of Red Lobster and Olive Garden is black. But no matter. Regardless of the actual facts, economic realities and entirely predictable and inevitable consequences of command-and-control government mandates, it's always about identity politics for the Obama grievance mob. In good times and bad, the left never grants waivers from the race card.

    Here it comes…it’s always someone else’s fault. Oh yeah, and whomever’s fault it is is most likely racist by the liberal definition. I’m appalled at the ignorance in our country as to how business works. It isn’t really rocket science to know that if a business cannot profit it cannot continue to support itself or its employees. Every action has a consequence. What kind of society have we raised?

      We have raised a generation of socially illiterate socialist brainwashed children of entitlement who actually believe there is such a thing as a free lunch. They also believe professional wrestling is real. What the fools don’t understand, beginning with our economically illiterate President, is that Corporations do not pay taxes, they just pass them on in higher prices to the people who buy their goods. The only other alternative is to close your doors and go out of business. Obamacare has now made this second option quite more attractive than the first, starting with Doctors in private practice whose private property is now being assaulted on all fronts. NOBODY in his right mind would go into medicine today. Soon the Doctor shortage will begin, followed soon after by rationing of healthcare. The Liberals once again baited the ignorant greedy masses in with the snare of the immediate gratification, which is ALWAYS followed by the trap slamming shut with the victims captive food to be feed upon by the Liberal Progressive devils who ensnare them,,,fiscally and morally consumed.

      Tis the free corn, combined with the general American aptitude, which put this man back into office. No rational, understanding American could possibly have voted for NObama, especially considering all he has negatively done in his first term in office against America and it’s people. It was really tough seeing him win re-election, but it will be even harder to watch him win a third. The free corn seeking public, along with the logically challenged, are all breeding, and passing their views/values on to their young, this will become most obvious when it comes to his seeking, and likely winning a third term. To the screamers who say he cannot run for a third term, Yes you are correct as the law states now, but there are four more years for him to work on, and change, that insignificant obstacle.

      As malevolent as his intentions might be, Obama couldn’t possibly change the Constitution so that he could run for a third term. Even if he tried, there would be too many obstacles to overcome, namely getting a 2/3 vote of Congress followed by a 3/4 majority of state legislatures to approve it. Presidential term limits are a done deal, or at least will be for a long time.

      LAPhil , I understand the steps that would be needed to change the term limits BUT, tell that to Nicaragua that just elected the pres without regard to term limits, or Venequala that went from a great country to a dictatorship?? that has ruined the country, or maybe look at Hondorus. Hondorous pres was set to reelect himself past the term limits and the opposition broke into his residence and carried him out of the country in his jammies. With a well armed militia or military, he may have stayed in power indefinitely.There is also the possibility that a “new” Dem leader would be as bad or worse than O.
      Let’s revisit this issue in 4 years.

      stopspending, I would concede your point except for the fact this is the United States of America and not some banana republic. No president would dare try to pull a coup d’etat a la Latin America or other parts of the third world, and if he did, we the people would never let him get away with it. There are still enough us who still patriotic enough to stand up to that kind of tyranny, even with all the sheeple who very likely would not. If this weren’t true we wouldn’t have lasted as a constitutional republic for 225 years.

      What kind of society have we raised? Isn’t it obvious? The younger people who have come up behind us “Old farts” haven’t been raised by us. They’ve lived in our homes, eaten at our tables, attended church with us, but they have been raised by a liberal education system (indoctrination system) that has more sway over them than we do.

      They are told by their teachers that the values and morals of their parents are archaic, passe’ and better left to a by gone era. They are raised to be good environmentalists and socialists. Things in life should be fair and outcomes should be equal. Why do you think they don’t keep score in ball games anymore? Heaven forbid 1 side or the other should lose. We want everyone to feel good about themselves.

      Then when they grow up, the first time they encounter a situation that isn’t easy and they don’t get a trophy from their boss for trying, they fall to pieces. They need psychological counselling to get over the “loss.” The arbiter of fairness is always the government. If society hasn’t been fair to you, petition the government to make it fair.

      They know nothing about putting forth an iota of effort to achieve anything. They should be paid now, what their parents took the better part of their life times to earn. Businesses are where evil capitalists come the closest to the deserving masses who should be rightly given the fruits of someone elses labor. That’s the society the government has raised.

      Didn’t you know that they’re taught in school that the definition of conservative is racist, greedy, mean spirited scrooges who hoard riches to themselves and don’t give a thing to anyone else? Conservatives are for the rich getting richer and all on the backs of working people. Communists are what have been raised in this country.

      Ignorance if the masses is their crowning achievement of the left. Ignorance is the coin of the realm for the liberal elite and intelligencia. The leadership of the left know the facts of life when it comes to free market economies providing the best opportunity for upward mobility. But they have no power if the people figure that out.       I may be wrong, but I believe that I am correct when I say that they are unemployed anyway because they make more money being lazy. With the welfare credit cards (EBT and SNAP)they can buy lobster and prime steak as well as get cash back for spending on crack and weed. Remember, they have no bills. No rent (section 8 housing), no utilities, no insurance costs, etc. They have 85 government funded programs to take care of them cradle to grave.

      It is you and I (the American worker) who will be eating the beans and rice, and we will still have to pay for our meals, rent utilities, medical insurance, car insurance, car payments, gasoline to travel to work, etc. out of what little is left after the tax increases take effect January 1, 2013.

      Suncoast, Don’t forget all those people who receive the freebies from the gov through fraud or mistakes. Then include the people who either sell their benefits and use the money to buy other stuff, work on the side without paying taxes or reporting it, resell the food they buy with foodstamps for a profit – think individual waters or snacks then sold on the street. I think if a rebate was given to gov workers for every cheat they reported and removed from a program, the recipient list would be about cut in half. No incentive now for the gov worker to anything but give, give give so that they too can keep their job and gov paycheck coming.

      Agreed that the freebies are toppling most states budgets. No argument from me there. However one has to game the system (and many do) in order to live ‘free of financial responsibilities.) Those who actually follow the law, and don’t game the system, needing only temporary help (which is what that safety net is supposed to be for) live very poorly, eating beans and rice like the rest of us.

      I wanted to make the distinction between the two groups inlaid within any state welfare system…those who game the system and meet your posts criteria (lazy looser’s basically) and those who need only temporary assistance who have lost jobs and are re training into a new field and or job.

      My husband teaches HVAC&R at a local trade school while also running his own private business within HVAC&R. The looser group is rampant, not giving them an inch of excuse as there is none.

      Those who are moving out of the dependency and re training has become a large group and will move off dependency and into jobs in small groups once done with their schooling/retraining. We’ve notice the largest group described above is usually these are families, with kids…which always makes my heart weep for the hardship this POTUS and his idiot idea’s have done to the young working families of my state. (Well, ok, Jerry Brown has allot to do with it too…same animal, different hair cut. : } )

      Taking an already over burdened health care system and taking it to a whole new level of service is gonna put more of these workers out of work and onto roles of dependency so they can be retrained in schools (anybody else think this is a bit fishy the way everyone is pushing schooling for a second trade/job?) and pushed back out into the workforce. Whole thing feels gamed and contrived….

      You Betcha…a 30-hour minimum work week mandate is exactly what will happen, which will put out of business the smaller insurance companies who managed to hold on until then, by raising their premiums.

      Eventually ALL of us will have only the govt insurance option, which is what far lefties wanted to start with–a single-payor system.

      But remember: If you like you healthcare Plan you can KEEP that plan…fineprint: unless of corse it’s no longer available.

      Not sure what you are talking about but the States can not issue waivers. Only the administration can issue waiver. The states must implement what the feds tell them to initiate or let the fed take over their program. States have little choice. Some states are saying they will not provide exchanges and will let the fed do it. Not sure if that will help or hurt the people in those states but at least it might make a statement.

    The question is are the employees better off before Obamacare when the employers voluntarily provided healthcare for their employees or after Obamacare with its mandates? I’ll take a good employer/employee working relationship any day over a government mandate. As in the words from the great communicator, “the most frightening words in the English language are “We’re from the government and we’re here to help you.”

    all companies either have to raise prices, and perhaps go out of business, to pay obamacare, or go part time to avoid obamacare . if they dont make decisions such as those, they go out of business then all are unemployed and no more business. to call the ceo racist, who is black, is amazing. he is making a business decision. the unionns got greedy today with hostess twinkie company and they are going out of business and 18,000 employees will be unemployed. smart move dumb unions. the same with happen over and over again with obamacare as the cost is not affordable, dispite the name”affordable care act” is is so costly, expect many companies to follow suit. the affordable care act or obamacare is a deathwish. prices will go up or companies will go bust. racist my butt. those in charge in dc have no concept of what they are doing

      Have heard a comment from Hostess about closing but have not heard from the union. Would be interesting to hear their spin.
      I believe O wants to shut down small business, He can not control each individual small business like he can the large ones – think GE not paying any taxes. Small business is usually not union so if he can just have large business, it will be easier to unionize- esp, with card check.
      Future looks scary, especially for the poor and middle class. They can not manipulate the system like the rich can do, and will do.

      Papa Johns is in hot water with the liberals for these very comments. He said he’d have to raise prices between 10-14 cents and they are in an uproar! They think he should just provide it out of his own money. It’s not fair (they cry) that he lives in this big mansion! His employees DESERVE coverage.

      Uh, newsflash you ninnies. Pizza making is a low-skill job. It pays minimum wage. It’s not rocket science. Employers added health care as a benefit, not a right!

      But, of course, facebook and twitter are just blowing up over it. They have no clue how businesses run or what it takes to create one that can be successful. They just want the government to take care of them.

      Your post hit it exactly on the head as to how the average Obama supporter see’s their world. You are correct, ‘they’ have no clue how business works much less what it takes to run large franchises/Corporation with thousands of employee’s. I’d have to gander a guess that almost ‘all’ of these panty waist whiners are of the mind set of ‘gimme gimme gimme’ without understanding the reprisal of said give away’s.

      Union demands killed Hostess. High demands on private business for health care is gonna kill off those jobs. What will they whine about next? Is Obama gonna have to put out a mandate that disallows below 30 hours in any job and or add the mandate that each business carry so may employee’s or else they get fined? or worse?

    ObamaCare will raise retail prices, contribute to lost jobs and fewer work hours, raise taxes, add to administrative regulations,cut medicare and will result in many doctors and hospitals no longer accepting Medicare patients.

    We can thank Obama and Justice Roberts for this fiasco.

      Morning Wdjinc: Great post…just one small addition on my part:

      Hospitals HAVE too take those patients, as do those doctors..there is no denying care to anyone anymore based on their health insurance or lack there of. Heck, its one of the biggest reason’s California finds itself on the brink of bankruptcy.

      Why do Hospitals and doctors who work within said hospitals HAVE too take these patients? Because Hospitals accept Federal dollars that has now leashed them to Obama wrath and economic killing health care mandate.

      Meaning…the medical system half way did this to themselves…never thinking out truly the fuller consequence of their actions. Maybe now true health care reform can be put on the table?

    We are now seeing a rapid decline of what was once a country made up of proud people who understood how and why the United States became the envey of the world. Individual liberty and opportunity for all who pursue it created the environment underwhich success was made possible and always created a beleif that the next generation will prosper beyond the current.

    Of course there were always those who believed the European’s had it right and were much more sophisticated than the liberty seeking Americans. Unfortunately, this small group has grown. They have found a way to: rewrite history, educate our children, create dependence through failed policies (did they fail??) vs. independence through expanded liberty driven policies, control the mainstream media and hold high office throughout the country’s government.

    I am very worried for my children and pray we find a way out of this without complete distruction of this great country.

    This is only the begining. I am Black myself and as I tried over and over to explain to other Blacks who were hell bent on voting for O that they were making a grave mistake. I showed them the lack of interest O has in America by showing them first hand about Benghazi and Afganistan and our rights and freedom being trampled on. For my futile efforts I was granted this reply: I don’t care what he has done, I’m going to vote for him anyway. I could not believe they so calmly disconnected from reality. But I found it’s nearly impossible to beat the cookie man.

    Is this a backhanded way of raising the number of jobs? Businesses reduce their employees to part time and have to hire more workers to make up for the lost production. No one has a full time job, no one has government provided healthcare. Job numbers are up. Obama’s unemployment figures go down. Obama’s legacy looks better on paper, but everyone is worse off they were before Obamcare.

    The article fails to explain how the businesses suffer from ObamaCare even though they got a waiver. Did the waiver only apply to certain requirements and not others? My hope was that Romney would be elected and make good on his promise to grant waivers to every state that asked for one. But now this article makes it sound as if a waiver is not really a complete waiver. Unfortunate that columnists and reporters cannot get the fact we need and communicate them to us.

      However, it did not spare the companies from the cost of Obamacare for their other types of employment

      Great Question Mike: I got through about the first 1,500 pages of the original bill…reads like backwards stereo instructions..and that’s being kind.

      Once the Supreme Court ruled the mandates ‘fine’ a tax, it then became open to any and all that would fall under its mandates as ‘responsible’ for said tax based on fulfilling it’s base requirements of Employer/Employee (and yes, if you have only one employee, this does affect your tax level and tax burden)

      There is a small pool that meets a 501(c) 3 and 4 status. These are usually volunteer orgs…like say PTA’s, and churches, religiously funded orgs like Food Closets and Charity orgs like Salvation Army. However, many private business Franchises are receiving/approved for waivers based on the type of worker they employ.

      so in plain English…if you are a private business with one or more employee’s, regardless if you make millions per year or only make thousands per yer, not only are you strapped down by the edicts of the bill/mandate, you are also not available for a waiver due to the non service/religious/charity nature of your private business. (Man, hope that was clear…start dissecting this from legalize and into common English and it gets all kinds of convoluted and weird. Maybe that’s it’s intent? )

      Mystic, the IRS tax law is 2,300 pages long (I have a copy in word, so I can search it). Obamacare is 2,700 pages long. If people, including the IRS, cannot understand 2,300 pages, how would anyone believe that someone could understand an additional 400 pages of government gobbledegook. Congratulations on being able to read as far as you did. We need more like you who will take the time to try and understand all of the regulations, jobs, etc. that this edict puts in place. I think that the Tax question is a great question that maybe someone needs to bring to the front of this discussion.

      For Suncoast: Thanks…it was a purely ‘curiosity killed the cat’ kinda endeavor. I wanted to ‘know’ what was actually in this piece of legislation…not depend on what I was hearing solely on either side of the political aisle.

      It became very clear…(by page 3) that this legislation was specifically written to go hand in hand with previously written IRS codes….which is why it reads like backward stereo instructions. I do think myself of comprehension and enjoy research…but I have to admit…this thing kicked me in the teeth and I had to fight as I went back and forth thru the addendum that qualified or defined each and every other word in that bill. It was grueling to say the least.

      I gave up… I did. 1.500 pages in and I gave up. Figured the last 400 or so pages (I believe there has already been some re-writes, additions and line out items from the original bill I tried to read…so gads only knows what changed and why at this point) seemed fruitless.

      What I did read folks…and what I could understand, scared the living flying frogs right outta me. Frustration, the feeling of being bowled over, anger and finally disillusionment hit over a three day period after reading this ‘piece’ of legislation.

      I hold out hope though. Good people from both sides of the ideological aisle post and blog..and with that a full sharing of information. I am not alone…and that thought all by itself helps me sleep at night.

      Be a mentor and information sharing tool for those who feel over whelmed and are living with 30sec. blurbs of information. Be that person in your friends/family/co workers lives who can edify and inform them the facts…not opinion or hard line party politics. I do trust the majority of us will always make the most common sense/right choice.

    There needs to be a middle ground here. I really hate to see people become part time employees and these business need to be able to make a profit to stay in business.

    The people do need healthcare. I”m not sure if it’s a matter of the mandated care costs too much or they just don’t want to offer anything? If Obama want to keep these people employed then he needs to come up with tax incentives or somehow allow these companies to provide insurance without going to bankruptcy court. Maybe the 51 percent that voted for Obama wouldn’t mind that they singlehandedly created a huge upsurge in inflation and unemployment / underemployment.

      Please keep in mind this law never has been about having access to “health care”. Prior law, charity and other sources ensured “health care” was available. Obamacare is about payor reform or “Health Insurance” reform, of which the ultimate goal is to put these evil companies out of business or regulate to a point they are nothing more than an extension of the government. The subsidy component was required to offset the increase in cost for Insurance premiums that will result when the young and health are forced into the market place. Since in the new Obama economy very few make living wages, most will receive huge subsidies to enroll; therefore, the game of “money for nothing” is expanded. Let us not forget who actually elected Obama. The young idealists who have yet to realize they have been fooled. In fact, great strides were made to ensure the young 18-25 were registered to vote and convinced during the process that Obama cares about them. The other guy, he is the “man” you must fear because he believes in the evil free enterprise sysem that failed you.

      Obamacare creates even more dependency in our nation through Health Insurance subsidies for those making up to $91k per year. Any idea how many families will now be on the teet of this new entitlement? This will usher in a new voter based who after getting the subsidy who believe there could not survive with out the Government program. Good luck finding middle ground after 2014……………

      It’s a new America…. I want the country my grandfather introduced to me back!

      Regarding my reference to “evil companies”, this is not my belief, but how the whole program was sold by the administration.

      In addition, the mandate was sold as a penalty before it was agrued to be a tax. Obama read the history books and knew this would work…. Social Security was orginally sold to the American people as insurance, but when argued in front of the Supreme Court they presented as a tax. It’s not a coincidence folks. We’ve been had………….

    Everyone was warned that this heatlhcare bill was a job killer anytime you start adding regulations to any company the company has to adjust to keep a profit margin they don’t just pay your salary they have to pay rent on buildings buy equipment stock or product to sale to hire someone it cost the company money because they have to train you and your dead weight to begin with so the company has to make a profit if it doesn’t it shut’s the doors Union’s increase this risk i watched as steel plants shut down up north and auto companys need help because of union greed i’ve worked for union companys and i know how they operate unions do nothing but bankrupt companys and states and now we have a president with no expirence with any kind of business he has no clue how it works or how it creates jobs and let me clue you in nothing is ever free it come’s with a cost it may be jobs or taxes or both and the economy can handle more loss of jobs people paying taxes is what keeps this country going it keeps snap and ebt and all the other programs and lets be clear Clinton started the job loss with NAFTA and when you add regulations to it yes it makes companys go overseas now as far as the Supreme Court we didn’t need the court to say its a tax all you have to do is look and see who’s checking and collecting the money and who is it? yes the IRS that is what they do DUH! no supriase they can’t rule on weather the tax is legal until its collected and thats this year so people please understand the system before everyone is out of work!and some of you who wants to know look up Milton freidman on YOUTUBE watch all the video’s he explans why it works and how it works and why socialism doesn’t

    Gov’t mandates work so well do they?? Hmmm, ok lets break this down once. For an employer who once offered healthCare, limited but there nonetheless, Offering wages at, lets say $14.00 hr. by the time tax’s and socialsecurity are paid and health insurance paid, your talking the equivelent of a $20.00 hr. Now Mandates come in, so in order to comply the worker is now left with this scenario, Either cut hours down to 30 per week, no insurance available or all new “full time employee’s are hired at $8.00 Hr. Companies WILL protect their bottom lines, it is imperative that they do to continue to offer employement. Remember all you nay-sayer’s out there. When you get hired, it is for the sole purpose for you to make the company money. They are NOT offering employment so that they can provide a social service. Any denial of this fact is pure foolishness! Protect American Jobs, Fight with everything you have against this mess called ObamaCare and support a reform that helps those with pre-existing conditions.

      I know a small company here (minimum wage level skills) where the boss has determined that compliance = about $1.79 per hour per employee increase in cost, whereas paying the fine instead will only cost about 80 cents per employee/hour. Guess which one he’s choosing? (hint: he wants to stay in business)

    Can an employee assume an additional identity and continue to work ‘full-time’ , just under two names? The employer has one person working two 20-hour weeks. The employee continues to get paid for forty hours, and the employer has no mandate because all his employees are now part-time.

    Hey, if we don’t need ID to vote for the monster that invented this plan, we certainly can’t be required to have ID to comply with it, can we? You can bet there are already plenty of illegals everywhere already living a ‘dual-identity’ life; why not take a page out of their book and instead of working two different jobs just do it at the same place of employment?!

    Well I feel so sorry for those who will get the cuts. The majority would have been better off if this mandate was never started. I do not understand why they could not see this coming. The “you have to pass it to see what’s in it” Comment, is going to come back to bite so many. With a 30 hour loophole: lets see how that effected the people who need the insurance. Number one: they were working 40 hours or more. So now they get a cut in income, 10 hours out of 40 hours is a 25 percent cut. Not counting overtime they may have received. Next they are mandated to pay a fine of 2000 if they don’t buy insurance. Or they get the insurance free. If they are in the poverty range. So how will they ever get out of the poverty range. They can’t and will depend on the Government forever. Enslaving them to the will of the government. The sad thing is these people voted for this blindly. I bet they still don’t know what is in the health care bill. I guess we or they got what they wanted more free time or did they? Many will end up with several part time jobs. I wonder what happens if they get part time jobs with their employers competition. Will that be cause to terminate their employment at the other job. We are talking min wage jobs here. That so many people depend on.

    Is everyone here aware of the fact that obama made all muslims totally exempt from obamacare? I presume that all businesses owned by muslims are exempt, also. I had read where muslims are buying some of the largest hotels in America, especially in Calirornia and Florida (two major tourist states) and many of the largest farms in America, too. For control of a necessity…food? And, of course, they are building mosques everywhere in our country. Is all of this totally exempt from obamacare? That will certainly raise the cost of obamacare for every individual and every company that is not exempt.
