Malkin: Missing in Action - Stimulus Sheriff Joe Biden

Remember when President Obama bragged about Joe Biden's fiscal discipline cred in 2009? "To you, he's Mr. Vice President, but around the White House, we call him the Sheriff," Obama warned government employees. "Because if you're misusing taxpayer money, you'll have to answer to him."

Fast-forward to 2012. Call in the search teams. Since being appointed the nation's stimulus spending cop, Sheriff Joe has taken a permanent donut break. He's AWOL on oversight. In fact, he's been bubble-wrapped, boxed and kept completely out of sight. The garrulous gaffe machine hasn't sat down for a national media interview in five months.

The Democrats' trillion-dollar "American Recovery and Reinvestment Act," however, keeps piling up waste, failure, fraud and debt. Who benefited most? Big government cronies.

According to Investor's Business Daily this week, a new analysis by Ohio State University economics professor Bill Dupor reported that "(m)ore than three-quarters of the jobs created or saved by President Obama's economic stimulus in the first year were in government."

Dupor and another colleague had earlier concluded that the porkulus was a predictable jobs-killer that crowded out non-government jobs with make-work public jobs and programs. Indeed, the massive wealth redistribution scheme "destroyed/forestalled roughly one million private sector jobs" by siphoning tax dollars "to offset state revenue shortfalls and Medicaid increases rather than boost private sector employment."

Will this Keynesian wreckage come up during Thursday night's vice presidential debate? It should be a centerpiece of domestic policy discussion. Nowhere is the gulf between Obama/Biden rhetoric and reality on jobs wider.

Remember: Obama's Ivy League eggheads behind the stimulus promised that "(m)ore than 90 percent of the jobs created are likely to be in the private sector." These are the same feckless economic advisers who infamously vowed that the stimulus would keep unemployment below 8 percent -- and that unemployment would drop below 6 percent sometime this year.

Sheriff Joe rebuked the "naysayers" who decried the behemoth stimulus program's waste, fraud and abuse. "You know what? They were wrong," he crowed.

But Biden was radio silent about the nearly 4,000 stimulus recipients who received $24 billion in Recovery Act funds -- while owing more than $750 million in unpaid corporate, payroll and other taxes. (Cash for Tax Cheats, anyone?)

He had nothing to say about the $6 billion in stimulus energy credits for homeowners that went to nearly a third of credit-claimers who had no record of homeownership, including minors and prisoners.

And the $530 million dumped into the profligate Detroit public schools for laptops and other computer equipment that have had little, if any, measurable academic benefits.

And the whopping $6.7 million cost per job under the $50 billion stimulus-funded green energy loan program -- which funded politically connected but now bankrupt solar firms Solyndra ($535 million), Abound Solar ($400 million), Beacon Power ($43 million), A123 ($250 million) and Ener1 ($119 million).

And the $1 million in stimulus cash that went to Big Bird and Sesame Street "to promote healthy eating," which created a theoretical "1.47" jobs. (As Sean Higgins of The Examiner noted, "(T)hat comes out to about $726,000 per job created.")

And the hundreds of millions in stimulus money steered to General Services Administrations junkets in Las Vegas and Hawaii, ghost congressional districts, dead people, infrastructure to nowhere and ubiquitous stimulus propaganda road signs stamped with the shovel-ready logo.

Of course, there's no example of unfettered stimulus squandering more fitting than the one named after Keystone Fiscal Kop Joe Biden himself. Government-funded Amtrak's Wilmington, Del., station raked in $20 million in "recovery" money after heavy personal lobbying by the state's most prominent customer and cheerleader. In return, the station (which came in $6 million over budget, according to The Washington Times) renamed its facility after Biden.

Bloated costs. Crony political narcissism. Glaring conflicts of interest. Monumental waste. This is the Obama/Biden stimulus legacy bequeathed to our children and their grandchildren. Sheriff Joe and his plundering boss need to be run out of town on a rail.

    Ms. Malkin, there is one statistic I have yet to see from anyone:

    What is the net-present-liability created every time a new federal employee is hired?

    I read one anecdotal account of a toll-booth operator in New York who “earned” $72,000 a year, and retired at age-50 after 20 years of service with a guaranteed income of $120,000, plus full health-care coverage for life. In another article recently, it was reported that the average compensation for federal civil-servants is $123,000 a year, vs. an average of $61,0000 in the private-sector.

    As I understand it there are roughly 20-million active government employees (local, state & federal), and another 20-million who are retired and living off taxpayers. Obviously, Mr. Obama’s real priority where job-creation is concerned is adding more “civil-servants” (parasites), who are beholden to the politics of entitlement for their jobs. 40-million votes certain out of an electorate of 200-million, combined with 47-million on foodstamps, and the 5-million new enrollees in federal disability programs adds up to a substantial advantage on election day.

    To add insult to larceny, when the currency collapse Mr. Obama is counting on takes place, these same people (the professional altruists and ministers of social justice) will be the ones who administer the re-distribution of private assets necessary to “rescue the US economy”. It seems to me that we ought to be able to quantify the “cost-per-government-parasite”, and make that information available to what’s left of the private-sector sometime before November 6th. I would do the work myself, but I don’t know where to start looking (and I do have a “day job”).

    Keep up the great work you do Ms. Malkin, it gives hope to those of us who simply can’t comprehend the magnitude of this disaster-in-progress, much less do something about it.

      as a federal civil servant myself – I work in aircraft maintenance for the USAF – making nowhere near $123K a year I really wish people would quit lumping us folks on the bottom of the pile with the relatively few making those enormous salaries. the vast majority of federal workers are hard-working family folks just like you. we don’t deserve to be tarred with the same brush as the “lawmakers” etc in Washington. and we certainly don’t deserve to be called parasites. we are not beholden to the politics of entitlement, believe it or not I’d be willing to bet that most of us with military connections are NOT Obama supporters. we pay taxes just like you, our health care premiums go up every year just like yours, and if this damn sequestration goes thru there’s likely to be an awful lot of federal workers on the unemployment line in January. so please quit lumping all federal workers in the same boat!

      @canada3dayer: Is there a publicly accessible website which shows the actual compensation being paid to federal civil-servants? We have one here in Oregon that lists every government employee by name, along with their salary, benefits, overtime, expenses etc. I’d love to see one for federal employees, but have yet to find it. (Strange, when you consider that this is the “most transparent administration in US history”.)

      FYI, parking-meter readers here in Portland are paid $72,000 a year (the same as toll-booth operators in New York City). Meanwhile, I have a friend who is a medical assistant with 15 years experience who works at a private-sector clinic and makes $46,000.

      I do know that our regular military personnel are compensated at a much lower rate than our “civil-servants”, even when they are serving in harms way. For example:

      “After four months in the military, the brand new E-1 will be receiving about $29,959.80 per year in annual salary (Note: This figure includes the value of free housing, free food, and income-tax advantage). On the other hand, the E-6 with four kids, who has 10 years experience in the military will only be making about $54,952,86. If the person came into the military as a commissioned officer, an O-1 would be making an average starting salary of $45,969.67, and an O-4 with 10 years of experience would be taking home an average of $94,313.54.”

      If you check out the federal budget, there’s a big line-item called “Federal Pensions”, that cost in excess of $900-Billion a year.

      I don’t know what you mean by “nowhere near $123K”, but the preponderance of the evidence is that government employee unions (federal, state and local) have conspired with their cronies in the Democrat party to loot public funds, whether they be tax-payer dollars, or fiat dollars created out of thin-air by the Fed. Until we dismantle every public-employee union in the nation, and put public-servants on the same footing as employees in the private sector, I will continue to “lump all of you together” (with the exception of our regular military personnel).

      ted, I don’t know if there is a similar website or not to the one you describe for Oregon. there is a salary table online, giving the hourly or annual rates for federal employees, both the basic rate and the overtime rate, along with a locality table – due to cost of living in differing areas of the country there is additional locality pay for some areas.

      as for what I mean by nowhere near $123K I mean just that – I’m not making anywhere near $123,000 annually! just like someone in the private sector, I pay into my retirement (which, BTW, is tied to the stock market, so it took a big hit just like a ton of other peoples’ did when the market did a swan dive), my health insurance, Social Security, Medicare, etc just like you do. I am not a union member either. have no use for them. do you lump all auto workers into the same boat whether or not they belong to the UAW? I’m just saying we’re not all sitting around lighting cigars with hundred-dollar bills like you seem to think.

      I am a County worker who has been making half of what my counter parts in the private sector have been making until the melt down. I have been doing the same job (I know this because I worked in the private sector for over 20 years prior to working for the County) and am getting greif because I have not had pay cuts compared to the private sector. The fact is that I did have my pay cut prior to the melt down and have not had any COLA (cost of living raise; since before the melt down) seems to make any difference. I knew what I signed up for and “slow and steady wins the race”. When ever we had a position available the most qualified would not apply; because they did not want a pay decrease so now you hire the next most qualified.

    Anyone who could place praise on the ‘Democrat porkulus giveaways’ needs only to look at our economy and some twenty three million un-and-underemployed. TARP was as so many predicted and pointed out before the actuation a huge boondoggle that would not help BUT in actuality would only ADD TO the financial disaster. As to putting VP Biteme in charge of anything was only to invite and ensure complete failure.

      Dead on, billwv,

      TARP at 800 million or so, and an average annual income of $ 50 k would equate to 16 million “JOBS”.
      That is 4 million jobs for each year that Obama has been in office. No wonder he can claim to have created 5 million new jobs, after 4 years!
      Problem is that it was intended to get the economy roaring again, while the net effect of ALL that money has been 1 millions jobs more than just handing out 50 k $ jobs, and to add insult to injury, most of those new jobs seem to be only part time jobs! The real unemployment (U6) number REMAINS at 14.7 %.
      Food stamp recipients is 47 million. GDP growth is a horrendously low 1.3 %.
      Oh yes, and then there is that inconvenient fact of 16 TRILLION dollars national debt and let’s not even talk about the Health Care (TAX) debacle!

      No wonder the only words left for the Obama campaign are:
      LIE and BIG BIRD!
      Let’s save some turkey’s this ThanksGiving, and carve up that fat 444 million dollar BIG BIRD!

      If our economically ignorant Pres and Veep understood that the stimulus could only work by creating jobs in the private sector that CREATE wealth instead of governement Democrat voting jobs that CONSUME wealth,,,,they might have placed people over party and saved the economy,,,,which would have saved them as well…..Evil Greed gone wild and got the best of them again.     A COMPELLING REASON NOT TO VOTE FOR PRESIDENT OBAMA

    I believe strongly that the Republicans should use the debate as the basis for a compelling reason not to vote for Obama. Specifically: Many of President Obama’s spokes people (apologists) in trying to defend his dismal showing blamed it on the fact that over the past four years he has seldom been challenged as he surrounded himself with “yes men” both in the Admin and mainstream media. As such, he was out of practice and on the odd occasion he was challenged he simply walked out of a press conference or bloviated until he could call on a friendly with the canned questions.

    It is patently clear that if challenged, as was evident in his interview with the Spanish network or occasionally by Jake Tapper or the Fox guy he becomes irritated, petulant and very angry and moves quickly to change the subject. Last Wednesday he could not do that…he had to face the music for 90 minutes. The RNC should hammer the message…in today’s world there are many leaders and groups that are hostile to the US and cannot be addressed with a hug and good word. I would stress to the US voter, using his spokes people’s own words that President Obama cannot deal with being confronted. Even the Harvard mouse Krugman, tried to spin that President Obama does not like controversy and is the great healer. What a joke….he is the most divisive President ever. President Obama has also shown weakness when dealing with world leaders. As simple message…In today’s increasingly volatile world with highly visible hatred for the US, “DO YOU WANT A STRONG LEADER WHO HAS SHOWN THROUGHOUT HIS CAREER HE CAN TAKE THE HEAT, ADDRESS DIFFICULT CHALLENGES AND WORK SUCCESSFULLY WITH ALL PARTIES TO GET THINGS DONE OR A BULLY, CAPITULATOR, DIVIDER WHO CAVES WHEN CHALLENGED TO LEAD THE COUNTRY?” Any voter who would vote for President Obama except those who want the handouts, are in effect setting this country up for years of misery and constant threats from outside. Even those who want the handouts should realize that eventually you run out of people to tax, people who will lend you money or ink to print more money and that their best hope is a party that prizes free enterprise, the rule of law and strong economic growth. I believe a message that focused on leadership using his own people’s words and actions to tell the truth, should be an immediate dis-qualifier for another four years.

    I have often wondered why ranking GOP congressional members did not conduct hearings/investigations on the wasteful and fraudulent spending of the stimulus funds on such a massive scale. Obama and Biden should have had their feet held to the fire on this one. But little has been said about it from conservatives other than on the Hannity and Limbaugh programs. Hopefully Paul Ryan will have the backbone to ask the VP directly during the debates about his malfeasance in overseeing the stimulus spending.

    Biden, the democrat version of Sheriff Joe. Unfortunately, he wouldn’t make a decent pimple on the posterior of the real thing. Democrats are in no position whatever to crow about fiscal responsibility. They control a senate that has failed to meet their constitutional mandate to pass a budget for three years.

    Totally diggin’ the stats … it is incredibly obvious the depth and breadth of DIRECT impact the Obama/Biden administration has been RESPONSIBLE for … it is an absolute “No Brainer” … “No Brain” caused it, and it doesn’t take much of one to realize who it was that did it.

    YET … with it being a total “No Brainer” … what in the world are they putting in the kool-aid that has 47% of American’s not being able to use their own brains? That’s the scary part of “No Brainer” … it’s like this country has been going through an intellectual genocide and we are getting dangerously close to surpassing the fulcrum where “No Brain” voting will rule the day so that “No Brain” officials can further exasperate this country of its greatness.

    Obama-Nation is an Abomination.

    Has anybody ever asked V.P. O’Biden, no I didn’t make a mistake, O’Biden is as close to Obamass as one can get., but I must finish the question. If O’Biden is the Sheriff over seeing the money, why hasn’t somebody asked him to show us, the United States Taxpayers, where ALL of that Stimulus Money went? Another question could also be asked : How many NEW MILLIONAIRES have surfaced in the Democratic White House,House of Representatives and the United States Senate immediatey after the Stimulus Dollars was paid out by the Secretary of the Treasury.     When you put a Muslim in as President and an idiot as VP, what do you expect out of them. The only thing Obama can do good is read a speech off a TP and I have yet to find anything that Biden is good for other then a laugh now and then. Both are sadly lacking in the ability to run a country or an economy and they prove that daily, but there seems to be some people in this country that simply can’t read. They vote for anyone that will give them more free money and they don’t care who’s pocket it comes out of as long as it goes in their pocket. These people are bought and paid for and freely admit it. Just look at Obamaphone lady. She loves Obama because he gave her a free phone. How stupid can you get??

    Obama also seems to love the Muslim Brotherhood, since he has put so many in government. At least now you know why they don’t worry about what we will do if they kill an Ambassador or two. That know everything we are doing now and plan to do for the foreseeable future and are sending all that information back to their headquarters in Iran or wherever their HQ is now. They also know that Obama will do NOTHING to them for killing an Ambassador, so they are pretty much free to do what they want……………

    Although I have said this and posted this for sometime now I believe it has to be done one more time before this November. If “We The People” have any chance to regain the control of OUR country we need to do the following;
    This November, walk into the voting booth and vote against every incumbent in office. Do this regardless of your party affiliation. Do it again if 2014 and when we do it again in 2016 the people sent to Washington will fully realize where their power emanates from. They will do as “We The People” direct them amd will put term limits on the Congress, they will reduce the size of the federal government, they will protect our borders and they will make every effort to re-build America into the “beacon of light upon the hill” that the entire world looks to.

    Thanks Michelle, I knew this administration was rotten, but Putrefaction is now a better term. A government job is a liability to the taxpayer. A private sector job IS a taxpayer. Are these people so dumb that they cant see that. As far as Biden goes, He was probably put on the ticket so that nobody would waste the top guy, because then we would end up with him. As far as the solar companies going bankrupt, you can thank China for that. Their government subsidized their solar industry to the tune of 30 Billion to put all others out of business. You cannot expect an American worker with a mortgage to compete with a dollar a week kid in China. We need protection like GB has.

    Im a simple kind of guy. If Obama would have taken the 34 billion he spent on the stimulus package, and gave every citizen that makes 40K or less a year a piece of the package, 100,000,000 American citizens would have gotten a check for about $340.00 in the mail. I dont know about you, but I received absolutely nothing out of his package, but more taxes to pay. The Democratic system of redistribution of wealth has redistributed the wealth right back into the pockets of the rich. Anything that reduces government is good for the people, and anytime you put the federal government in charge of something they are going to mess it up. It has happened 100% of the time. Look at the AT&T Breakup. When I was young, if you wanted a telephone, trained installers came in and installed the phone. If the phone broke, (which it NEVER did, because it was made in the US by Americans with pride, and quality materials) trained specialists would replace it. The monthly bill was very reasonable for the service rendered. Then along came the government………………..
