At a time when many state and local governments cannot afford even necessary government programs, the Obama administration is about to force hundreds of jurisdictions to waste millions of dollars printing ballots in Spanish and other languages for voters who don't need them. Worse, some of these bilingual ballots may be used fraudulently to encourage people who are not citizens to vote illegally in next year's election.
A perverse element of the Voting Rights Act makes the whole scheme possible, and, unfortunately, not even Republicans have been willing to challenge it.
Under the act, jurisdictions whose population includes at least 5 percent of voting-age citizens who have limited English proficiency must provide ballots and other voting materials in other languages. Currently, about 500 jurisdictions are required to do so.
I have repeatedly testified before Congress against this provision. As I have argued, there are exceedingly few persons who are actually eligible to vote who can't understand English. English proficiency among U.S.-born Hispanics is virtually universal. And even among naturalized citizens, English proficiency is rarely a problem, since demonstrating English proficiency is required to become a U.S. citizen.
So how is it that so many jurisdictions end up having to provide materials in Spanish, Chinese and other languages, when so few eligible voters really need them?
It has to do with the way the government determines who is English-proficient and who isn't.
The Census Bureau, which is charged under the Voting Rights Act with determining which jurisdictions will be required to print bilingual voting materials, uses a remarkably dubious methodology to determine how many citizens are not proficient in English. Since 1982, the bureau on its census forms has counted those who are members of so-called language minorities and who say they speak English "well" as having limited proficiency. Doing so in 1982 tripled the number of jurisdictions forced to provide bilingual ballots.
In many places, these bilingual materials just sit unused during elections -- a waste of money that could be spent elsewhere. A 1997 General Accounting Office report noted that the printing of bilingual material accounted for half the election costs in those jurisdictions covered. And an earlier GAO study found that in most jurisdictions required to print bilingual materials, not a single person requested them. Could there be a more egregious waste of public funds?
But the greater danger is that unscrupulous groups sometimes use these materials to facilitate voting by non-citizens. As I have testified, multiple instances of voter fraud have involved non-citizens voting -- by using bilingual ballots -- from Hawaii to Georgia.
So what can be done? The best thing would be to repeal the onerous provision -- but not even a Republican-controlled Congress has been willing to take on that fight. Short of repeal, the very least that should be done is stopping the Census Bureau from inflating the number of jurisdictions required to provide bilingual materials based on phony limited-English-proficient numbers.
The current chairmen of the House subcommittees charged with overseeing enforcement of the Voting Rights Act's bilingual provisions have asked the assistant attorney general for civil rights and the head of the bureau to abandon the flawed methodology now being used. In a letter this week, Reps. Trent Franks and Trey Gowdy urged the bureau to adopt the common-sense approach of considering anyone who says they speak English "well" on the Census form as English-proficient.
At least this standard would result in fewer unnecessary bilingual ballots from being printed. But the only way to stop this nonsense is to eliminate the requirement for bilingual voting materials altogether. Furthermore, there is another reason to oppose them: they balkanize our nation.
Our original national motto is "E pluribus unum" -- out of many, one. While we come from all over the globe, we are united as Americans. This unity means that we hold certain things in common. We celebrate the same democratic values, cherish our many freedoms, and champion equality under the law. Our common bonds must also include an ability to communicate with one another through a common language: English.
In our struggling economy, there is no better time than now to stop wasting money on bilingual ballots.

Part of becoming an American is learning English. They provide them with all the tools to learn English. There is no reason to print ballots in other languages other than to commit voter fraud. If you don’t speek English how do you know exactly what the candidate is saying let alone comprehend what they are saying.
This should be an English only country. You can not have a united country unless everyone speaks the same language. Even the Chinese have reached the same conclusion and presently educating all adults the same dialect of Chinese.

I’m not arguing with the general thrust of the article, but it IS possible to be a non-English speaker and be a citizen. There are minority enclaves in this country where, rightly or wrongly, English is not spoken at all. A lot of the poeple who live there are legal citizens. While it may not be right, it is not always their fault that they are not proficient in English.

TexasGuy is right. My wife has a 98-year-old grandmother in Del Rio, Texas who is a United States citizen and does NOT speak English. Should she have learned? Yes. Did she? No. But she is the exception to the rule and it is the height of foolish to require 500 voting districts to print unneeded ballots in a language other than English. This is just another fraud perpetrated by the Democrats during their years of control. Why Republicans won’t do anything about it is a shameful mystery. But let’s not come down so hard on TexasGuy.

So, inluminatuo, if you were in charge, you would pass, or cause to be passed, a law making it illegal to speak any language except English? Evidently you would, since you state very plainly that we have a right to speak English, thereby implicitly excluding all other languages.
I agree that English should be our official national language, and that all public documents and taxpayer-paid writings (street signs, forms, applications, etc., not just ballots) should be printed in English only. However, I would not go so far as to make other languages illegal. That’s what the communists did in the old USSR, and caused quite an uproar. Are you a communist?
What happened to freedom of speech? You can’t accept one part of the Constitution and reject the parts you don’t like. It is an all or nothing deal.

The main points remain: if you can’t speak or understand English, you can’t possibly make an informed choice on a ballot; if you can’t read English, chances are, you’re not eligible to vote — but why would you care, since you don’t know what’s going on?

If I were in charge I would allow anyone to speak in any tongue they want, preferably in the tongues of Angels. I would not however allow them to participate in Democracy at the government level in a foreign tongue validating the very foreign ideas that they left their home countries to flee from.

I have been a polling inspector for the last 10 years. I arrange the polling place, supervise the voters coming in and out, and answer all questions and correct all problems.
The state of Calif. provides multiple booklets and materials for up to 6 different languages-of which 99% sit on the table UNUSED!
Truly a waste of my/your tax payer money!
Another waste is a machine that is provided for the hard of hearing and /or blind- IT HAS NEVER BEEN USED!

One of the characteristics of a bloated government is how much time and money they spend on irrelevant laws or policies, added more and more regulations and inspections, more and more “politicially correct” legislation, adding amendments to new legislation that has nothing to do with the legislation itself, ways to backdoor Congress to put more control in place that allows their agenda to get implemented, finding ways to circumvent laws clearly stated in the Constitution, and finding ways to write policy that “reinterprets” existing law to allow deviations without review, etc.
It is a sign of an overgrown and out of control central government whether at the State or Federal level. The more it grows, the more it grows, like a cancer that has metasticized. And, every level of government that has been run by Democrats in this country for very long has grown to become a version of a bloated, inefficient, and financially unsustainable government that has lost its way.
Case in point are States like California, the cities of LA, Detroit, Chicago, and New Orleans, and many local county governments across the country. The Democrats are in denial that their liberal policies and deals with public service unions are responsible for much of these financial messes. States that have recently elected Republican Governors (like Indiana, Wisconsin, Ohio, and Florida) are attempting to turn around this obsessive behavior and return these states to some level of reality, but are being challenged at all levels by liberal Democrats and the public service union leaders. This uncontrolled behavior is undermining our country from within and we are at the 4th stage of this cancer.
The American public is responsible for this situation at the basic root cause levels because they voted for those in office. We see it in spades now at the federal level with Obama and his socialist zealots and their never ending obsession with borrowing and spending and the expansion of “social justice” or “wealth redistribution” programs.
I just do not know if we have enough American voters to stop this nonsensical and insane socialist agenda. The more Americans that do not pay federal income taxes (now over 50%) the more they vote for a continuation of these liberal policies. The more Americans on the public dole and get subsidies from the government, the more they vote for those giving them these “freebies”. It is, as I stated before, a form of “dependency cancer” that is growing more and more everyday.
Can we do the “chemo” or whatever analogy you choose to use, and really get ahold of this problem and fix it? Next year’s election is just a start. Even if a Republican is elected and Obama is out and both houses in Congress are under Republican majorities, is the American people at large ready to make the “sacrifices” or changes needed to turn around this insanity? I still do not see it in Wisconsin, for example, as yet, which is an indicator of what has to happen at all levels, and particularly at the federal level. If the citizens of Wisconsin allow the Democrats/liberals/union thugs to recall Governor Walker like they did two Republican Senators just recently, then that is a sign that the American people just do not get it.
I apologize for this tirade, but I am getting really frustrated with our government and what is happening to our economy and country at large. To me, I have been a player and witness in the greatness of this country for decades, and now I am seeing the beginning of the decay of our great country…and want to see it stopped and reversed, but see too much apathy and self centeredness on the part of too many voters in this country. If Obama is re-elected next year, it is over. That is how critical the election is next year.

WE actually have a One Party system, both intent upon destroying our nation. I am here, running for President to Restore not Change America. Do you want Fundemental Change (to Socialism) so all of us out of work will be supported by the government, as long as we submit to tyranny. I am afraid this may be our last election, as we lose financial control of America. With 47 Million on Food Stamps, that is not very impressive to me, that we are going to recover.
More and more layoffs, cutbacks, while inflated food prices occur every year. I have normally shopped in a market with prices only up 16% the last year, then recently shopped at a market in the San Francisco area, and Wow Prices 300% higher than I’ve been paying. How are those people surviving? My daughter told me, she can’t afford to feed my grandchildren vegetables. Shock indeed, but I can’t afford to help her either. Our nation is in real trouble, and most people are sheep, just go along to get along. Owners of business’s that fail are not covered by Unemployment Insurance. Some may get Welfare.
So how to recover our nation? Control of our borders for imports, immigration, and military spending. Control of government spending, and do it NOW. We do not have 4 more years to experiment. We have homeless citizens all over our nation, children not only going to school hungry, but going to bed hungry, this is a disgrace in our nation.
At 84 I can’t go to bed with a clear conscious knowing this is happening here. I must do something, and I need all Americans to join with me to ReVote and ReStore the American way. Jobs for all, homes for all, food for all, love for a nation that has shown we could self run a nation for WE the People.
We have Communists in our elected Hired Help, we must fire them, and elect Patriots, not traitors to clean up Washington DC, so we can have America for Americans.
To become a citizen, the requirements are/were, you had to be proficient in English, understood our system of government, and swear an allegence to our nation, not march down our streets waving your nations flag, demanding you have a right to invade us, and demand benefits. The last time I checked the requirement for American Ciizenship was to be proficien in reading, spaking and writing English. To print ballots in any other language is a violation of that
requirement and it corrupts the system. This is especially true under the current regeim who

Speaking, reading and writing English is not and never has been a requirement for being an American citizen. In most, but not all, cases, it is only a requirement for becoming an American citizen, and there is no law that requires anyone to retain that proficiency.

You’re basing your argument on a faulty premise. There is no blanket English requirement for naturalization in this country. If you look at the N-400 form (application for citizenship) legal permanent residents who are over 65 and have lived in the US for 20 years are exempt from the English proficiency requirement. Waivers are also granted for disabilities and impairments.
We can have a civilized discussion on the Voting Rights Act, Help America Vote Act, and citizenship requirements, but please do not deliberately misrepresent current law.

If they refuse or are unable to speak the language well enough to complete a ballot, they most likely have no idea who the candidates are or where they stand on the issues. In my humble opinion, uninformed voters (English speaking or not) shouldn’t bother to complete a ballot. That is how we end up with incompetent elected officials and ridiculous laws.

I’m not saying anything is right or wrong; I’m just stating the facts as they are in the real world. If you can’t handle that, put your head back in the sand. txgoatlady, there are places, believe it or not, where the children are not allowed to attend our public schools. They are homeschooled in their parents’ language and have no choice. The parents are trying to perpetuate their own culture. Whether you agree with that or not is beside the point; the point is that the chlidre do not learn English and it is not their fault.
FYI, I spent 7 years living in different countries, at least a year in several of them. Most of the Americans I came across did not bother to learn the local language. I did because I wanted to, but for the most part it is very easy to get around the world speaking nothing but English if that’s what you want to do. In most other countries, English is a required school subject, and they love to have an American to practice on.
As far as understanding the issues, they get better information than you might think. They have newspapers, radio and TV in their own language, or one that is close enough that they understand it. Nearly everything political is translated into their language and a lot of them not only follow the issues but they understand them better than you do.
Yes, Europe is messed up, but not everything they do is wrong and not everything we do is right. I love my country as much as anyone and I grit my teeth in anger and frustration every time Obamass does something, but I’m not blind.
For the record, I agree with the article and I do not think we should print ballots in any language other than English. But at the same time a little tolerance (hun? What’s that?) is in order.

Well, if Barack wants to allow non-english speaking “American” voters to cast their ballots next year (for him of course) then the cost of printing bilingual ballots should be paid for from his billion dollar war campaign fund! I say war because he previously told a group of Hispanics that republicans were the enemy. I mean really, he is just buying their votes anyway, so he might as well pay for it, right? However, for the rest of us, do we really want people in this country deciding presidential/congressional elections when they can’t even speak or understand English? If they don’t understand the language how could they possible be aware of the issues facing our country? Think about it. They don’t watch american news programs, they don’t read american newspapers or news magazines or listen to american radio news programs. How can they intelligently formulate an opinion as to the direction of our country? Where do they get their news? From foreign news sources obviously. This just does not make sense and quite frankly is dangerous.

To put things very simply so all will know and understand the reasoning behind the different Languages….. The U.S.A. has NOT at any time in all of it’s History as a Nation, ever to establish an Official Language to be used….. In so this being the case, we are forced by LAW to things in all different Languages throughout the WORLD as we know it…. NOW, that this is said, I do want to see an Official Language established of ENGLISH, as this is what OUR COUNTRY was based on and all our LAWS, Constitution, Bill of Rights, etc…… are all based on with the English Language….. They are NOT based on any other Language, nor shall they ever be…..
When we go to another Country to Live ( No Matter how long ), we are expected to learn that Language ( Read, Write and Speak it ), well it should be the same here and NOT whatever any Immigrant wants or needs….. All of our Ancestors to whom came over to this Country many Years Ago, they were required to Learn our Language of English and at NO time were they ever given anything that translated English into there Language for the sake of Voting, Drivers Licenses, becoming a Citizen or any other Documents in which they had to fill-out….. Translators were NOT available in any given situation of any kind….. They simply had to learn our Language of English ! Same as any of us would have to do if going to anothers Country…..
Where and What happened to all of this, Why aren’t we still keeping with tradition and applying this LAW…..???? It’s cause someone spoke-up and said you DO NOT have an Official Language, so therefore you cannot enforce a LAW which is NOT within our Rights that is Illegal as said by the Supreme Court…..
We need to establish an Official Language of ENGLISH, then we can ENFORCE this LAW and we won’t have to spend Billions and Billions of Dollars with all of the translated languages for all of the different things we now do……and until we do this, Billions and Billions and Billions of Dollars are going to be wasted just cause we don’t do this…. This is where OUR Government needs to really look at when it comes to cutting expenses and reducing the Deficit…… Of course though, Obama is concerned, he just signed into Law Amnesty without going through Congress for Illegal Aliens….. and is also NOT Deporting Illegals as they were supposed to be….. I think according to the census at the time of Lorretta Sanchez,(reported by the Register) the city of Santa Ana California turned out to be 90% hispanic or thereabouts. 85% of THAT percentage was illegal aliens! So…chances are that if you run into a mexican or other south american non-english speaker at Walmart he/she’s probably illegal. Call me a nazi but I say round em all freaking up, put em on Amtrak, feed em tortillas on the way to Tijuana! lol. They need to go….truly. They are bleeding our system dry getting free government money fraudulently, phony driver’s liscenses.(I worked with a guy who had like at least FIVE driver’s liscenses with different names on em, who was a proud/admitted illegal) phony social security cards….I could go on and on,heh. Now the local Indian casinos are catering to these people by booking Mexican bands in their showrooms.(I’m a musician) Billboards advertising these bands are all in spanish. I so wanna take a big paint roller and paint “NO MASS Espanol en America!” over em, heh.

I went to an office where all they did was find money for students and of course they were hispanic and you know what they told me… they told me if I was a single parent or an illegal i could get all kinds of help. seriously??? wth? im not going to bring a child into this world…sorry.. an entirely different subject but anyways. Ya, so she straight up told me that i had to be illegal to get any kind of finacial aide. BS! This needs to stop! We pay our taxes for what??? To support them and pay for all there needs. Something seriously needs to be done before this country is taken completely over, you know? All these companies need to stop hiring illegals as well just to save a damn buck too. Thats why most of Amercia is out of jobs too! Grrr…

Obumer found out after is visit to Iwoa that his chances of relection is little to none so now he wants to give the illegals amnesty through executive order. This is exactly why the Dicator wants to have the ballots printed bilingual, to gurantee himself to be re-elected. People need to call their Senators and Congress People to let them know you are opposed to all this nonsence and if they go along with it their careers will be limited. This JACKASS is totally out of con trol and has to be stopped A.S.A.P. This “So Called” President is insane with power and needs to be trailed as a TRAITOR and TERRIOST to the U.S.A.

I agree. I worked at a local precinct this past November. There were many different nationalities. One lady came in who was Asian and did not speak English, could not understand instructions and ended up casting a blank ballot. If she can not read English, understand English or follow directions, how can she possibly be qualified to vote. She is obviously not educated on the candidates or the issues because she has not been able the HEAR them or to READ about them so how cold she possibly know?

Just put it on the list of a million other things for Congress to repeal and rescind when we take over in Nov 2012….by January 20th 2013, we’ll have plenty of work to do just trying to repair the damage done to America since Jan 2009, and its a lot! Just more pimping for the Hispanic vote, so all the illegal aliens with their fake IDs can vote for the Great Pretender! Same with this new deportation “policy”….since when is he allowed to make his own laws??? Where is the House on these issues???? We need to do some “house cleaning” of Republicans as well, it looks like!

English should be our only language; spoken and written.
My Dad came from Germany in 1924. He already knew how to speak English and became an American citizen as soon as he could. He Americanized his life and taught his children (1st generation Americans) to love this country, be good citizens and vote. (I was born a Republican). We are also all conservative pasted down through the years. We were also persecuted for being German during WWII but my Dad proved to be a true American.

Notice the double standard. If Americans want to protect and preserve the American heritage and culture…we are racist.
A Mexican enters the United States illegally. He demands we cater to his health and welfare needs. He demands we allow him to vote in our elections despite being unable to read or write English. He demands that we convert our way of life to accommodate his cultural heritage. And, if we voice objections…we are racist.
We now understand this “Political Correctness” tool the Democrats have used for years against the Republican Leadership. Obama can call us “the enemy”. Holder can make sure laws are not being enforced racially neutral. Pseudo-Reverend Al Sharpton justifies the lady holding up the “Get Whitey” sign because “It is a result of years of segregation and subjugation of Blacks by Whites.” If we object…we are racist! Get it?

Conservatives don’t have a problem with the Democrats in Congress because they do what they promise. Our problem is with the Republicans, many of whom govern as moderates and most of whom lack the political will to fulfill their campaign promises.
We need to “clean house” on the GOP side of the aisle in Congress (except for the 2010 Tea Party newbies) while we are defeating Democrats in 2012. Conservatives can no longer afford to be stabbed in the back by the Republicans in Congress.

As a Hispanic American born in the USA, I can appreciate the diversity of this nation in reaching out to Latinos, but voting is another thing. When you vote, you should vote as an American citizen who can, clearly, understand English,not Spanish, Chinese or any other language. English is key to voting in America. Let’s not spend our funds needlessly.
